RESOLUTION R22XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING AND APPROVING PREFERRED QUALIFICATIONS FOR PLANNING COMMISSION MEMBERS WHEREAS, Manteca Municipal Code Chapter 2.24 controls the appointment process and parameters for the City of Manteca Planning Commission; and WHEREAS, the City of Manteca is switching to district elections beginning in the 2022 election cycle; and WHEREAS, the City of Manteca, by and through the City Council, amended the appointment process for Planning Commission members by updating and amending Chapter 2.24; and WHEREAS, consistent with updating Chapter 2.24 of the Municipal Code, the City Council also seeks to set out preferred qualifications for Planning Commission members; and WHEREAS, the non-exhaustive list below of preferred qualifications shall help guide the City Council in determining who should serve on the Planning Commission; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The following non-exhaustive list of preferred qualifications for Planning Commission members are hereby adopted by the City Council, and may be amended from time-to-time at the discretion of the City Council. The list consists of jobs, education, knowledge, and/or experience in the following areas/fields/professions:
1. Master planning
2. Land use or Land use policy
3. Housing Policy
4. Affordable Housing
5. Large scale construction
6. Urban Planning
7. Urban Design
8. Mid-rise urban, commercial, institutional, and mixed use projects.
9. Agricultural experience regarding land use
10. Landscape or architectural design
11. Physical development of a city or government entity
12. Licensed architect
13. Licensed LEED (or equivalent) architect
14. A licensed landscape architect
15. A contractor or developer
16. A licensed engineer.
17. Economic development.
18. California government experience in Planning, Economic Development, Land Use, Engineering, and/or Public Works
19. Real Estate Broker
20. Environmental/Conservation
2. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 3rd day of May, 2022, by the following vote:
