SPECIAL MEETING MINUTES
FOR THE CITY COUNCIL OF THE CITY OF MANTECA
April 18, 2022

CALL TO ORDER: 12:16 p.m.
Roll Call:
Present: Breitenbucher, Nuño, Singh
Absent: Halford, Cantu
FLAG SALUTE: The Flag Salute was led by Councilmember Breitenbucher.
AGENDA REVIEW AND SUPPLEMENTAL REPORTS: Acting Assistant City Clerk Marco Martinez announced COVID-19 guidelines for the meeting.
A. PUBLIC COMMENT: None.
B. DISCUSSION ITEMS:
B.1. 22‑212 Conduct a Workshop to review the Mossdale Tract Enhanced Infrastructure Financing District (EIFD) Draft Infrastructure Financing Plan.
Director of Engineering Kevin Jorgenson presented the item.
Consultant Jamie Gomes of Economic and Planning Systems provided a PowerPoint presentation.
Council discussion ensued with Gomes in regards to clarification that this would result in redirection of current taxes and not new taxes; future assessments being projected until the year 2060; market conditions; deficit mitigations, and the status of discussions with the County and the San Joaquin Area Flood Control Agency (SJAFCA).
Councilmember Singh called for public comment and Judy Blumhorst commented on the assumptions, impacts, and requested the raw data from the consultant. Interim City Manager Toni Lundgren spoke about having that information and made it available to Ms. Blumhorst.
C. CITY MANAGER COMMENTS:
Interim City Manager Toni Lundgren thanked SJAFCA, its director Chris Elias, and the consulting teams. She announced a City sponsored paper shredding and e-waste recycling event for April 23, 2022 from 8:00 a.m. – 12:00 p.m. at 210 E. Whitmore St.
D. COUNCIL COMMENTS:
No comments from Councilmember Nuño. Councilmember Breitenbucher thanked everyone for the presentation. Councilmember Singh thanked everyone for commencing the workshop process with Manteca, and expressed satisfaction that the project was moving forward.
E. ADJOURNMENT: Councilmember Singh adjourned the meeting at 12:59 p.m.
