Question applies to Planning Commission
What do you believe the role of the City's Planning Commission to be? >>> The Planning Commission acts in the public interest, representing the interests of both individual residents as well the city in the context of the local economy and quality of life/place in Manteca. On a day to day basis, the Planning Commission reviews permit applications and site development plans, ensuring that the zoning ordinances are met, that projects are in accord with the elements of the general plan, and that quality of life in Manteca is enhanced. >>> The Planning Commission's role is to implement the City's General Plan, administer the Zoning Ordinances, process updates and amendments to the General Plan and Zoning Ordinance, creating master plans. Commission advises the City Council to ensure compliance with County, State and Federal mandates regarding development, land divisions, and environmental reviews. >>> The Planning Commission may advise the City Council, as requested, on issues and policies related to planning, land use regulation, community development and fiscal impact. The Planning Commission, however, has no legislative authority of its own; its role is limited to fair and impartial application and adjudication of the City Ordinances and General Plan.
Question applies to Planning Commission
What is your vision of Manteca as it relates to City growth? >>> The City is centrally located at the crossroads of the Bay Area and the Central Valley. The population is a mix of urban and rural residents. The long term trend is that it will continue to grow in parallel with trends in both the Bay Area and Central Valley regions. >>> Housing: Approximately 40% of the current population of Manteca are renters, while the remaining 60% are home owner. Manteca serves a wide spectrum of residents, from agricultural workers to to Bay Area Commuters. The median income of the population is increasing with the influx of residents from the more expensive housing to our West. We need to build not just market rate homes and apartments; we need to build affordable housing and rental apartments for the 40% of residents who rent. >>> Despite the economic pressure to build more housing stock, it's imperative to manage residential and commercial growth in a sustainable way, fiscally and environmentally. Current residential and commercial development has to finance front-loaded, near-term investment in water & sewer, traffic circulation, schools, and public safety It's imperative to sustain and improve high quality of life, appropriate levels of public services and safety, as well as build timely public facilities and infrastructure to serve the new growth. >>> As I mentioned earlier, environmental sustainability is a critical concern. New housing must further reduce water and energy consumption. >>>Commercial growth creates noise and pollution levels, as well as traffic congestion. As Manteca has attracted more commuters, transit and traffic issues have to be dealt. Regional transit and transportation planning should be given a high priority. >>> Economic development policy should promote local jobs whenever possible, as well as provide commercial services. As Manteca's population grows, sales taxes will contribute an increasing share of the City General Fund. This should be a priority for the City.
Question applies to Planning Commission
What do you think is the single, most important skill a Planning Commissioner should have? The single most important skill a Planning Commissioner should have is the ability to listen and hear residents' concerns.
Question applies to Planning Commission
What is your background and experience as it pertains to General Plans? I have read and studied the Housing Elements, Section 7, of Manteca's 2015-2023 General Plan. I have reviewed other sections of the General Plan of March 2021, as well.

Tell us about yourself (i.e. background, education, career experience, interests).
Career Experience For the past fourteen plus years, I have been a transportation planner for the Valley Transportation Authority (VTA) in Santa Clara County. VTA is a special district that is both the county transportation agency and the Congestion Management Agency. I interact on a daily basis with VTA staff on planning exercises for land use, bicycle & pedestrian, Active Transportation, Safe Routes to School, and various local, regional, state and federal grants. On any given day, I may work with city/town staff from one of the sixteen local jurisdictions on program and project delivery. Or I may be consulting with the metropolitan planning organization staff on program development. I have written enough Board memos to sink a ship; written fund agreements; responded to inquiries from local elected officials; sat on interview panels for several local cities; and lead public workshops on grant opportunities. My professional memberships include the American Planning Association and, the Women's Transportation Seminar.
Education My Masters are in City & Regional Planning and Transportation Planning from California Polytechnic University, San Luis Obispo, while my Bachelor of Science is Liberal Studies from the University of the State of New York. Graduate course work included but not limited to land use law, sustainable mobility, feasibility studies, urban design, environmental planning, community planning, planning management, and public policy analysis. Background I was born into a USAF family, which meant we traveled the world. I grew up in California, New York, New Jersey, Okinawa and the Philippines. Those early experiences informed and shaped me to appreciate other cultures. After community college, I enlisted as active duty USAF, secured a Top Secret Clearance and was stationed in Berlin as a Russian linguist. Once I finished my under graduate degree, I enlisted in the USAF Reserves as a maintenance analyst in Riverside, CA. After graduate school, I accepted the offer at VTA and began my professional planner career in 2008. I lived in Santa Clara county until 2018, when I became a first time home owner in Manteca.

Currently, I am the staff liaison for a Capital Improvement Program Working Group, a subgroup of a Technical Advisory Committee. I am also a representative from Santa Clara County to the regional Local Streets & Roads committee and Transit Finance Working Group. Although I do not sit on a Board, I do present agenda items to the VTA Board of Directors.

Question applies to Planning Commission
What do you believe the role of the City's Planning Commission to be? As appointees of the City Council, the planning commission should oversee the development/updates to the general plan, hear items on zoning, city development, and often architectural review if there is no designated committee. Also, a commissioner should listen to community voices regarding their concerns about growth patterns while balancing the voices of developers. Often, the planning commission is the only contact the public has with city representatives.
Question applies to Planning Commission
What is your vision of Manteca as it relates to City growth? Having done an initial windshield survey when I moved to Manteca, I see unbalanced growth and potential for a permanently divided city, cut by the 120 freeway. Of course, I would enjoy a vibrant, walkable downtown business district. But as the city expands south I experience a pressing need for infrastructure that supports badly needed amenities. And my transportation planner head is concerned about the traffic impacts along Airport and Main/Manteca, again south of the 120. The growth seems exponential, but the infrastructure isn't keeping pace.
Question applies to Planning Commission
What do you think is the single, most important skill a Planning Commissioner should have? Unbiased collaboration and listening skills.
Question applies to Planning Commission
What is your background and experience as it pertains to General Plans? General Plan Consultant for the City of Desert Hot Springs to conduct background research to produce the background report and update the Circulation Element. Community Plan Consultant for Kings County to conduct background research to produce the background report and update the Community Plan Circulation Element.

Thriving unified neighborhoods connected by green space and well-landscaped roadways and diverse recreational and entertainment opportunities attract residents and first-class businesses and industries. Manteca offers an attractive, peaceful, and safe community for all residents, and is thoughtfully planned, balancing the needs of residents and the business community with conservation of the surrounding farmlands and important resources. Quality public facilities, a vibrant downtown, schools, community services, and other amenities draw families and households of all ages to live, work, shop, play, and retire in Manteca. I have been actively involved in the community I lived in since 1995 with City Municipal events such as Parades, Clean up/recycling, Holiday Tree Lighting, Easter Egg Hunt, and many others. What do you think is the single, most important skill a Planning Commissioner should have? The most important skill a Planning Commissioner should have is strong communication skills, specifically the skill of effective/attentive listening. One of the most powerful ways to inspire action, and conversely, one of the hardest, is to listen. When good advocates listen to the needs and challenges of their communities sincerely, they can respond effectively and bring about the greatest change.

What is your background and experience as it pertains to General Plans? I have read Manteca’s draft of the General Plan Update, and Draft Environmental Impact Report (EIR). At City of Bothell Public Works, I had the opportunity to read the General Plans, Traffic Impact Studies, and Environmental Impact Studies. Additionally, I managed the Small Works Roster, prepared the Public Works budget and administrative functions related to Parks and Recreation, Capital Improvement Projects (CIP), Transportation Improvement Program (TIP), State Growth Management Act (GMA), and Capital Facilities Plan (CFP). I coordinated the bid request process, and facilitated project open houses, City Council meetings, and project contract review. I designed and implemented a database for a repository of financial data, including receivable, fund transfers, and fund spent related to the traffic impacts of new developments.

Question applies to Planning Commission
What do you think is the single, most important skill a Planning Commissioner should have? Common sense. Planning is not just about statistical data, it's also about impacts on real life. A good understanding of traffic patterns, public habits (what people tend to do), understanding what the public wants as far as family activities, safety, and a feeling of pride for the place where they live. Bringing a real world view to design elements into plans and projects, so the final product will enhance the lives of the citizens. Well executed planning makes almost everyone happy and satisfied.
Question applies to Planning Commission
What is your background and experience as it pertains to General Plans? I work in the telecommunications industry and have been on the front end of major wireless carrier network deployments. Cellular sites are often put through a rigorous plan review to ensure the structures "fit" within the overall design of an area. I understand the appropriateness of how structures and landscapes need to blend and tie into one another. I have studied traffic patterns, street and highway layouts for years. I have a good understanding of highway safety and overall public safety. I have studied the railroad industry for over 40 years.
