RESOLUTION R20XX-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE AWARD FOR CONSTRUCTION OF THE AIRPORT WAY PAVEMENT IMPROVEMENTS PROJECT (CIP 11027) AND LIBRARY PARKING LOT RENOVATION (CIP 22062) TO GEORGE REED, INC.
WHEREAS, to ensure the continued road maintenance of City streets, Public Works proposed construction of the Airport Way Pavement Improvements Project (CIP 11027) and Library Parking Lot Renovation (CIP 22062); and WHEREAS, on March 15, 2022, City Council authorized a Call for Bids and approved the Plans, Specifications and Estimate for the Airport Way Pavement Improvements Project (CIP 11027) and Library Parking Lot Renovation (CIP 22062); and WHEREAS, on April 20, 2022 at 2:00 pm, five bids were submitted for this project ranging from $2,957,000 to $ 3,062,000. The Engineer’s Estimate for the project was $2,700,000. Staff have reviewed the bids and found them to be in proper order. The apparent lowest responsible bidder for this project has been determined to George Reed, Inc. with a bid amount of $2,957,000; and WHEREAS, the City Council finds that George Reed, Inc. to be the lowest responsive and responsible bidder for construction of the Airport Way Pavement Improvements Project (CIP 11027) and Library Parking Lot Renovation (CIP 22062); and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
George Reed, Inc. to be the lowest responsive and responsible bidder for construction of the Airport Way Pavement Improvements Project (CIP 11027) and Library Parking Lot Renovation (CIP 22062).
Award the construction contract for Airport Way Pavement Improvements Project (CIP 11027) and Library Parking Lot Renovation (CIP 22062) to George Reed, Inc. for an amount not to exceed $2,957,000.
Appropriate $3,535,800 from RTIF Undesignated Fund Balance to the Airport Way Widening/Pavement Improvement Account (430.00.00.900-8150.35).
Deobligate any previously approved unencumbered funds for CIP 11027, including Measure K and PFIP Transportation funding.
Appropriate $10,450 from Development Fees Fund Public Facilities Fees Reserve to Library Parking Lot Renovation Account (250.00.00.964-8000.12).
Authorizes the City Manager or designee to sign the construction contract; and authorize the City Manager or designee to extend the contract.
Authorizes the City Manager or designee to approve project construction contingency not to exceed 15% ($443,550), and issue change orders not to exceed 10% ($295,700) for project total $3,696,250.
This Resolution shall take effect immediately upon its adoption.
