RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING AN AGREEMENT WITH THE SAN JOAQUIN COUNTY OFFICE OF EDUCATION GREATER VALLEY CONSERVATION CORPS FOR WEED ABATEMENT AND CLEAN UP SERVICES FOR CITY-OWNED PROPERTIES WHEREAS, the City currently owns a number of properties and areas within right-of-way, currently 28 locations ranging from in size from a .25 of an acre to 16.5 acres, that require weed abatement and general clean up services to mitigate potential fire hazards, risks and nuisances; and WHEREAS, the proposed agreement would provide services to remove weeds, debris and other combustible vegetation from these existing City owned properties and areas, including the properties the City continues to acquire that require weed abatement services until they are sold or developed; and WHEREAS, staff issued a Request for Quote (RFQ) for weed abatement services to the San Joaquin County Office of Education dba Greater Valley Conservation Corps; which outlined the project requirements and scope of services required to complete the project; and WHEREAS, after evaluating past performance and meeting with the Greater Valley Conservation Corps, staff recommends entering into a three (3) year agreement with two (2) one-year extensions with Greater Valley Conservation Corps; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves the agreement as presented between the City of Manteca and the San Joaquin County Office of Education dba Greater Valley Conservation Corps for Weed Abatement Services for City-owned properties for an amount not to exceed three hundred and sixty thousand dollars ($360,000).
3. The City Manager is hereby authorized to sign the agreement and extend the agreement term for two (2) additional one-year extensions.
4. The City Manager is hereby authorized to approve and execute all change orders or other amendments provided the total compensation does not exceed the authorized amount.
5. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 7th day of June, 2022, by the following vote:
