A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, State of California, AUTHORIZING THE AWARD FOR CONSTRUCTION MANAGEMENT & INSPECTION SERVICES OF THE SR120/MCKINLEY AVE INTERCHANGE PROJECT TO WSP USA, INC. (CIP 11034) WHEREAS, the City of Manteca (City), in cooperation with the California Department of Transportation (Caltrans), and the San Joaquin Council of Governments (SJCOG), proposed to construct a new State Route (SR) 120 / McKinley Ave interchange project (PROJECT) (CIP 11034); and WHEREAS, the Project is located along SR120 between Yosemite Ave and Airport Way within the jurisdictional limits of both the City of Manteca and San Joaquin County; and WHEREAS, the City issued a Request for Proposal (RFP) on March 21, 2022, for the Construction Management (CM) and Inspection Services for said Project; and WHEREAS, four firms submitted responses to the RFP and the evaluation team, consisting of four City staff, elected to interview all four firms on April 28, 2022; and WHEREAS, based on qualifications and scope of works, WSP USA, Inc. (WSP) was selected as the most responsive and best-qualified firm to meet the specific goals of said Project; and WHEREAS, staff has completed negotiations with WSP to establish a Scope of Services; and WHEREAS, Construction Management and Inspection Services for the SR120/McKinley Ave Interchange project will be funded by the Public Facilities Implementation Plan (PFIP) as follows:
PFIP Transportation fund: $2,719,217.55; and
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
Award the Construction Management and Inspection Services contract for construction of the SR120/McKinley Ave Interchange Project (CIP 11034) to WSP USA, Inc. for an amount not to exceed $2,364,537.00.
Authorize the City manager or designee to sign the agreement and associated documents, approve project contingencies, issue change orders, and extend the agreement as needed.
Authorize the City manager or designee to approve change orders not to exceed 15% ($354,680.55) of the contract amount for a project total of $2,719,217.55.
Approve a budget appropriation of $2,729,220.00 from Public Facilities Implementation (PFIP) Transportation Fund Reserves to Account 590.00.00.900-8150.41 (Interchanges) This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 7th day of June, 2022, by the following vote:
