Re: Lumina at Machado Ranch Annexation, Prezone, General Plan Amendment, Planned Development, Tentative Subdivision Map, and Development Agreement (ANX20-40, PRZ-20-41, GPA-2043, SDJ-20-44, PD-20-42, and DA-2-037) Your Honorable Planning Commission:

On behalf of Manteca Unified School District, I am pleased to provide this letter of support for the Lumina at Machado Ranch project. As you are aware, in order for the school district to maintain necessary funds for students in the classroom, a partnership with local developers is critical. The Lumina at Machado Ranch tentative subdivision map and annexation project is an example of this type of partnership. The project proponent understands the challenges the District is faced with to build adequate school facilities without additional funding beyond the statutory developer fees.

The Signature Homes has elected to enter into a Mitigated Agreement and annex into a Community Facilities District (CFO) for the benefit of providing funding for the construction of school facilities. This has been memorialized in a Letter of Intent (LOI) between Signature Homes and the District. Without contributions from developers, like those for Lumina, in the form of a CFD and/or mitigated agreements neighborhood school construction is not feasible.

We are hopeful that the public as well as the Planning Commission and City Council will continue to appreciate developers and builders such as Signature Homes as an example of the financial commitment made by them to support neighborhood schools. We are optimistic that we can expect that the City Council wilt have the same expectations of future residential developments .

Sincerely,
t8

RE: 4/21/2022 Planning Commission Meeting for Lumina at Machado Ranch I see that you have our EIR comments already attached to the agenda and for the record I want to add that page 3 (which is on the backside of page 2) was not scanned into your papers and is missing.

There are 5 areas of concern mentioned:

1. The alignment of Woodward Ave infringing on our property which has been partially mitigated.

2. The 8' tall sound wall across the street which I would like to address below.

3. The "deceleration lane" which has mostly been addressed.

4. The dumping of storm water runoff onto Woodward Ave which I don't see addressed.

5. The extra "10' strip for road widening" taken from our properties for a second west bound Woodward Ave lane which was later abandoned by the city of Manteca.

The developer has handled the Woodward misalignment at our property line by narrowing the median from 12' to 3' in front of our property. BUT the neighbor across the street to the west gave the same 30' we did and they get a 9' wide on-street parking space and the neighbor to the east gave the same 30' we did and they will get a 12' median with plants and trees to block the view of the east bound racing cars. We get neither one and will be forced to watch cars race in both directions.

The 8' tall sound wall is specifically addressed in the Circulation Element of the General Plan adopted April 5, 2011. We could spend all night talking about the fact that our houses were here first and the only reason a sound wall is needed is because of the noise generated by the cars behind the sound wall. It makes no sense that the city's only concern is the houses new to the neighborhood and not to the existing houses. It appears that the Woodward Avenue policy of street-facing houses to slow traffic and "create a neighborhood street atmosphere" was reversed at a July 21, 2020 zoom meeting by 3 members of the city council. For the most part, their opposition was street-facing houses placed too close to major intersections of Woodward, like Union or Airport. The solution to this dilemma is for Lumina at Machado Ranch to have Woodward facing houses across from "non-development area 1
11 ONLY, from Terra Ranch east to Bella Terra Dr. and then put up a sound wall from 100' or so west of the Bella Terra roundabout all the way to Airport Ave. This would make sense because:

1. The 6 existing houses in area 1 would have neighbors across the street

2. The sound wall would lineup with the sound wall on the north side of Woodward west of Bella Terra

3. The sound wall would start about 100' west of the new roundabout

4. The sound wall east of Bella Terra would be across the street from the commercial zoned properties in "non-development Area 2
11•

5. The developers might lose 1-2 lots, but the larger lots on Woodward would be more valuable The deceleration lane still appears on page 4-6 of the design guidelines dated March 2022 even though it was eliminated.

Public Comment for the 4/21 /22 Planning Commission Meeting - Lumina at Machado Ranch Annexation Project
Like other residents of The Meridian Pointe neighborhood in Southwest Manteca, I want to express the concerns surrounding infrastructure needed to support the population increase to come from the development of the Lumina at Machado Ranch project. The proposed project includes lot sizes designed to maximize density within the acreage, therefore maximizing population capacity, thus creating more vehicles and traffic on the surrounding roads meeting at Airport Way and Woodward Avenue. The freeway artery that is Airport Way will experience large increases in vehicle traffic and put pressure on the intersection of Atherton and Airport, which is already a challenging intersection due to its size and deviated turn lanes, despite it now being an all-way stop design. Additionally, with the proposed Manteca Crossings project at Atherton and Airport in 2023, further pressure will be put on Airport Way as a major thoroughfare. Road lane enhancements, additional traffic lights and law enforcement patrols, along with street signage in the name of safety will need to be considered. I urge the Planning Commission and the City Council to monitor these issues closely. 1 ATTACHMENT 18
