RE: SR 120/McKinley Ave Interchange Project Amendment No. 8 Dear Mr. Kim,
The contract to finish environmental, right of way (R/W) and final design of SR 120/McKinley Ave interchange project has made substantial progress. The project received ready to list (RTL) status in December 2021 and the project began to advertise in March 2022 with an expected construction start date of June of 2022. The following scope items represent tasks necessary to provide finalize bidding support and provide design support during construction for the project.

Task 7 – Value Engineering & Additional Bidding Support HDR has been providing engineering support to the City since RTL including out of scope items related to a value engineering that modified the project structural section to include a geogrid. This task includes compensation for the coordination time with Tensar and Caltrans Materials Division to get Caltrans to accept the value engineering change. It also provides compensation for the change to the project plans to reflect that change. This modification saved the City over $500,000.

Additionally, this task provides additional hours for continuing to provide the City with engineering support during bidding including bidder inquires, addendum changes, and modification to project specifications. This scope of services assumes bidding support will end on April 26, 2022.

Task 8 – HDR Subconsultants Additional Support During Construction Y&C - Construction Support Services
Y&C will respond to the Contractor’s Requests-for-Information (RFIs) during construction and will review the Contractor’s shop drawing submittals during construction. Y&C will prepare as-built electrical and signal plans based on the Contractor’s redline drawings in Caltrans format including the submittal of electronic files in DGN format.

Dewberry/DHA - Additional Utility Coordination/Construction Support Services This scope of services will provide time to respond to requests for information (RFI's) or contract change orders (CCO's) from the contractor or construction management firm during construction.

HDR|WRECO - Construction Support Services
WRECO was recently been acquired by HDR Engineering Inc. For purposes of this scope of services, the WRECO tasks will be tracked separately. This scope of services includes attendance at the Project kickoff meeting and attendance at one (1) coordination meeting. HDR|WRECO will also participate in four (4) conference calls with the City and Project Team staff.

HDR|WRECO will respond to bidder inquires related to drainage plans and specifications during the bidding process. Additionally, WRECO will respond to the Contractor’s Requests-for-Information (RFIs) during construction and will review the Contractor’s shop drawing submittals during construction. WRECO will prepare as-built drainage plans based on the Contractor’s redline drawings in Caltrans format, including the submittal of electronic files in DGN format.

Deliverables:
 WRECO will provide responses for up to five RFI’s
 WRECO will review up to two sets of shop drawing submittals.

Task 9 – Contingency/Additional Support as needed - (Optional) This project has been difficult to plan for as complex right of way & utility transactions have caused schedule delays and additional contract amendments. This task proposes to provide a source of money that can be used for unanticipated items that are not included in this scope of services.

These funds can only be used by expressed written consent by the City project manager.

Task 10 – HDR Construction Support Services
It is assumed that Caltrans will continue to have oversight with this project and that Caltrans will require as-builts per the Caltrans CADD manual and agreed to by the City and Caltrans in the Coop agreement.

Task 10.1 - RE File
HDR will prepare a resident engineer file for the Resident Engineer (RE). The RE file will include important documentation regarding decisions that have been made during design, back-up for the ATTACHMENT 2

quantities, and a memorandum to the RE covering the information that should be passed onto the contractor.

After the bid period has concluded, HDR will prepare a set of conformed plans and specifications that incorporate changes during the bid period.

Task 10.2 Construction Assistance
HDR will attend the pre-construction kickoff meeting and a total of three (3) site visits and/or project meetings with the City and/or Resident Engineer. This task additionally includes continued monthly billing and continued project management through the duration of the scheduled project. The existing contract currently expires on December 31, 2022. Construction is estimated to take 15 months plus additional time for project close-out and as-built preparation. HDR recommends extending the period of performance for this contract to December 30, 2024.

Design support during construction is anticipated to include coordination in preparing responses to contractor questions including Requests for Information (RFIs), review of submittals and shop drawings, attendance at construction meetings at the request of the client or RE, and preparation of drawing revisions for Contract Change Orders (CCOs).

Deliverables:
 Monthly progress reports and invoices - assumes 20 monthly reports  Conform Plans
 Response to RFIs - Up to 30 RFI's Assume 4 hrs. per RFI  Submittal and shop drawing review - (Up to 25) assume 2 hrs. per review  CCO plan and specification changes (Up to 15) assume 10 hrs. per CCO  Meeting attendance and notes - up to five construction meetings Task 11 – HDR As-Built Drawings
Following construction, HDR will prepare As-Built plans upon receipt of the resident engineers (RE) hand mark-ups. HDR will follow Caltrans format to incorporate the As-Built changes including CCO's. It is assumed that HDR will not verify RE markups for accuracy but, will incorporate the changes as shown in the RE mark-ups. The as-built plans will be in Microstation DGN format, version 7.0 or later. In addition, HDR will provide one set of As-Built plans and addenda in TIFF format.

Deliverables: As-Built Plans in DGN format and TIFF format per the Caltrans CADD Manual Budget
Based on the tasks described in this proposal, HDR proposes a fee of $338,217.47 for this scope of work. The following table shows a breakdown of costs per task.
