RESOLUTION R2022-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, DECLARING A DROUGHT EMERGENCY AND IMPLEMENTING STAGE 2 OF THE CITY OF MANTECA’S WATER SHORTAGE CONTINGENCY PLAN WHEREAS, severe drought conditions currently exist in California throughout the majority of the state; and WHEREAS, on May 28, 2022, the State Water Resource Control Board adopted an emergency regulation, Resolution No. 2022-0018, to reduce water demand and improve water conservation; and WHEREAS, Governor Newsom issued Executive Order N 7-22, which requires urban water suppliers to implement Stage 2 of their water shortage contingency plans and prohibit the use of potable water for the irrigation of non-functional turf at commercial, industrial, and institutional sites; and WHEREAS, in accordance with the City of Manteca’s (“the City”) Water Shortage Contingency Plan (WSCP), the City Council shall declare a drought when a water emergency is declared by the State; and WHEREAS, Stage 2 of the City’s WSCP requires 20% mandatory water conservation, reduced public facility / park irrigation, educational programs in area schools, and a public informational campaign.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby declares a drought emergency.
The City Council hereby implements Stage 2 of the City’s Water Shortage Response Contingency Plan.
The City Council hereby prohibits the use of potable water for the irrigation of non-functional turf at commercial, industrial, and institutional sites.
The City Council hereby requires 20% mandatory water conservation, reduced public facility / public park irrigation, educational programs in area schools, and a public informational campaign as required by Stage 2 of the City’s Water Shortage Response Contingency Plan.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 21st day of June, 2022, by the following vote:
