The addition of 3 Firefighters will help alleviate the use of overtime funds to meet minimum staffing levels. Having one more Firefighter on each shift will allow staff to take vacation/sick leave without resulting in overtime, which currently occurs almost daily. Hiring three Firefighters now will also bring us closer to our goal of having one more staffed company (9 personnel total) by 2024.

BUDGET 2022-23
Request #_N/A_:
Police Officer Trainee
Hiring in the current era for Police Officer is getting more and more competitive between law enforcement agencies within California. We have seen officers are leaving to either go into a new profession or lateraling to another state. The City of Manteca has recently started accepting applications from those currently enrolled in the academy. There are some very good recruits that are forgoing applying with the City of Manteca because there are cities willing to hire them while they are currently enrolled in the academy. Currently, the City of Manteca does not have that ability because the position of Police Officer Trainee does not exist. We would like to be able to continue to be competitive in our hiring and recruiting. We are requesting a new position of Police Officer Trainee to be added to our budget. This would be a non-sworn position and would be a part of the Manteca Police Employees’ Association bargaining unit. Upon successful completion of the California POST Basic Academy, the Police Officer Trainee would be promoted to Police Officer and would be a part of the Manteca Police Officers’ Association.
The Police Officer Trainee would be paid at an MPEA 40a-4 which would be $38.92 per hour. We have listed that this would not have a financial impact to the budget, because it would be used, when there is a vacancy for Police Officer. The salary would be drawn from the vacant position. If there was not a vacancy, it would have the financial impact of $110,662.00.

POSITION REQUEST FORM
Describe workload increase, including what created the additional work - list tasks to be performed as well as hours to justify full-time position.
This position is needed to coordinate Public Works Projects that are not Engineering Projects, and will be assiting to facilitate Capital Improvement Projects in conjuction wiht the City’s Engineering Department. Position will report directly to the Public Works Director and will responsible for interacting with contractors and City staff to ensure the smooth flow and completion of PW projects.
Describe if work is being performed at this time, if so by whom OR if work is needed/required and is not being performed. (Why that situation can not continue)
The Engineering Department is under staffed and cannot facilitate CIPs at the rate that they are needed. This position will help reduce the time it takes for projects to be completed by assisting with all aspects of the project, leaving Engineers to work on the more techical aspects.
List quantitative impact to service level if new positions are not added. Why is this work important? What service level standard will deteriorate or not be met?
Public Works' CIPs will not be done at the rate that they are needed. We could be in a situation where we have enough money to start and complete projects but are not able to fulfill them because we do not have the appropriate city-wide staffing level for projects.

To assist in creating a work environment that allows for multiple crews to be operating on a daily basis, we are requesting additional Street Maintenance/Equip Op I. With the growth that has occurred and current staffing shortages, the department cannot provide proper service levels to the community. The department has also taken on more work performing homeless encampment cleanups, illegal dumping removal, weed control and recent additional maintenance requests regarding our downtown district. Currently our department maintains 271 linear miles of road and is projected to increase both with new home development and usage, with our city's constant growth.

The work is currently being done. We need to ensure that the level of compensation matches the level or responsibility.
Tie position to council goals
This position has been passed through several departments over the past few years. With each transition the Transit Supervisor takes on more duties. When compared to the local Transit managers of other jurisdictions, Juan Portillo has more areas of responsibility and additional tasks.
The work is all transit related; operations, audits, local and regional planning, and more. This reclassification will fairly compensate the position for duties performed and level of responsibility.
