RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING AND SALARY MATRIX FOR THE MANTECA POLICE OFFICERS ASSOCIATION THROUGH JUNE 30, 2023 WHEREAS, the City of Manteca has a memorandum of understanding with the Manteca Police Officers Association (MPOA); and WHEREAS, the side letters to the memorandum of understanding expired on June 30, 2022; and WHEREAS, the City of Manteca and the Manteca Police Officers Association negotiated in good faith and agreed to a new contract; and WHEREAS, the term of the new contract is July 1, 2022 through June 30, 2023; and WHEREAS, a one percent (1%) salary increase will be implemented for all members; and WHEREAS, a one-time ARPA payment of $3,000 will be paid to all members hired prior to July 1, 2022; and WHEREAS, there was an increase to the educational incentive; and WHEREAS, there was an increase to the City contribution toward health benefits for all members; and WHEREAS, 80 hours of supplemental paid leave is granted to all members as Sworn Safety Law Enforcement Worker Leave, which has no expiration nor a cash value; and WHEREAS, a reopener has been agreed upon; and
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of a budget appropriation in the amount of $553,850 to fund the agreed upon contract with the Manteca Police Officers Association to be distributed as follows: Public Safety Sales Tax Salary and Benefit Accounts $ 98,926; General Fund Salary and Benefit Accounts $241,924; and ARPA Fund Salary and Benefit Accounts $213,000.
3. Approval of the Manteca Police Officers Association Memorandum of Understanding effective July 1, 2022-June 30, 2023.
4. Approval of the Manteca Police Officers Association Salary Matrix effective July 1, 2022-June 30, 2023.
5. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 19th day of July, 2022, by the following vote:
