SUBJECT: REQUEST TO DECLINE ADOPTION OF THE PROPOSED ORDER CANCELING WATER RIGHT APPLICATION 30531B (CITY OF STOCKTON)
Dear Chair Esquivel and Members of the State Water Resources Control Board, On behalf of the City of Manteca (“City”), I respectfully request that the State Water Resources Control Board (State Water Board) decline to adopt the Administrative Hearing Officer’s Proposed Order on the City of Stockton’s pending Water Right Application 30531B. The City of Stockton has and continues to be a trusted partner of the City in the Eastern San Joaquin Groundwater Authority (ESJGWA), a joint powers authority created to meet the challenges of the Sustainable Groundwater Management Act (SGMA). The City supports the efforts of the City of Stockton to find additional surface water for its future needs and to conjunctively manage the underlying groundwater basin.
All sixteen (16) Groundwater Sustainability Agencies within the ESJGWA have collectively developed a single Groundwater Sustainability Plan (GSP) for the entire Eastern San Joaquin Subbasin. A foundational element of the GSP is to fully utilize existing water right entitlements to manage the underlying groundwater basin. The City of Stockton’s future use under Water Right Application 30531B is a major source of surface water that would contribute to meeting the minimum thresholds set in the GSP. The ESJGWA’s analysis concludes that due to climate change impacts, supplemental surface water will be an important resource for reaching groundwater sustainability by 2040.
The City appreciates your consideration of this matter and urges the State Water Board to decline adoption of the Administrative Hearing Officer’s Proposed Order.
Sincerely,
BENJAMIN J CANTU
Mayor
