RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE APPROVAL TO AMEND THE SALARY MATRIX FOR OPERATING ENGINEERS LOCAL NO. 3 (OE3) AND AUTHORIZING A BUDGET APPROPRIATION IN THE AMOUNT OF $89,000 TO FUND THE EQUITY ADJUSTMENT TO THE INSTRUMENT TECHNICIAN/ELECTRICIAN, SENIOR INSTRUMENT TECHNICIAN AND LEAD WASTEWATER PLANT MAINTENANCE TECHNICIAN WHEREAS, the Human Resources Department conducted three oral interview panels which were deemed failed recruitments due to the inability to fill the two vacancies for the Instrument Technician/Electrician position; and WHEREAS, a compensation and classification analysis was requested by the Wastewater division and a comprehensive analysis was conducted by Human Resources; and WHEREAS, the analysis concluded that the position was underpaid by 30% of the median range of comparable agencies; and WHEREAS, a recommendation was made to increase the salary of the Instrument Technician/Electrician position to be within 10% of the median range of comparable agencies; and WHEREAS, an increase to the Instrument Technician/Electrician also requires an increase to the Senior Instrument Technician position which is the higher classification with more responsibilities; and WHEREAS, increasing the Instrument Technician/Electrician and Senior Instrument Technician position creates a compaction issue with the Lead Wastewater Plant Maintenance Technician and to comply with the Operating Engineers Local No. 3 (OE3) Memorandum of Understanding a 7.5% increase between the next lowest classification and the Lead Wastewater Plant Maintenance Technician is required; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. A budget appropriation of $89,000 for equity adjustments to the Instrument Technician/Electrician, Senior Instrument Technician and Lead Wastewater Plant Maintenance Technician is required to fund the increase.
3. Approval of the Operating Engineers Local No. 3 Salary Matrix.
4. This Resolution shall take effect immediately upon its adoption.
