RESOLUTION R2022-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE SHORTLIST OF QUALIFIED ENGINEERING FIRMS TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES FOR VARIOUS FEDERALLY AND LOCALLY FUNDED IMPROVEMENT PROJECTS FOR A PERIOD OF FIVE (5) YEARS.
WHEREAS, the City of Manteca (City) advertised a Request for Qualifications (RFQ) to invite engineering firms to provide a Statement of Qualifications (SOQ) for providing Construction Management Services for various Federally and Locally Funded Transportation Improvement Projects (Projects) on June 22, 2022; and WHEREAS, the intent of the RFQ is to create a shortlist of qualified engineering firms that the City would be able to use to expedite the procurement process for Construction Management Services for upcoming Projects; and WHEREAS, the shortlist is expected to be maintained for a period of five (5) years, following approval by City Council; and WHEREAS, the City received six (6) Statement of Qualifications (SOQ) from interested engineering firms to provide Construction Management Services for upcoming Projects; and WHEREAS, the City has established an evaluation committee constituting of four (4) panels to evaluate and rank all the received SOQs based on the advertised criteria; and WHEREAS, the review committee determined that all engineering firms that submitted an SOQ were sufficiently qualified to be shortlisted; and WHEREAS, the shortlisted engineering firms will be given Request for Proposals (RFP) for a future project as needed; and WHEREAS, the establishment of the shortlist does not preclude the City from proceeding with the traditional RFP selection process for specific project(s) that are deemed more complex as determined by staff; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves the shortlist of the qualified engineering firms provided in attachment 2 to provide Construction Management Services for various Federally and Locally Funded Improvement Projects for a period of five (5) years, following approval by City Council.
3. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of September, 2022, by the following vote:
