RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, State of California, AUTHORIZING THE AWARD FOR PROFESSIONAL ENGINEERING SERVICES OF THE LOCAL ROAD SAFETY PLAN PROJECT TO KIMLEY HORN AND ASSOCIATES, INC. (LRSPL 5242 (037)) WHEREAS, in accordance with the City of Manteca (City) Purchasing Policy, the City staff prepared a Request for Proposals (RFP) for professional engineering services to select the most qualified and experienced consultant firm to prepare a Local Road Safety Plan (LRSP) project (Project); and WHEREAS, the Project is citywide within the jurisdictional limits of City; and WHEREAS, the City issued a Request for Proposal (RFP) on June 15, 2022, for the Professional Engineering Services for said Project; and WHEREAS, four firms submitted responses to the RFP: Advanced Mobility Group (AMG), Kimley Horn and Associates, Minagar and Associates, and TJKM Transportation Group; and WHEREAS, the evaluation team, consisting of four City staff, reviewed and rated all four firms on August 30, 2022; and WHEREAS, based on qualifications and scope of works, Kimley Horn and Associates, Inc. (KHA) was selected as the most responsive and best-qualified firm to meet the specific goals of said Project; and WHEREAS, the Project will be funded by the Subsidized Street Fund and the Gas Tax/Street Improvements Fund; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
Award the Professional Engineer Services contract for the preparation of a citywide LRSP project to Kimley Horn and Associates, Inc. for an amount not to exceed $79,920.40.
Authorize the City manager or designee to sign the agreement and associated documents.
Amend the Capital improvement plan to transfer $72,000 from the Gas Tax/ Street Improvement Fund (420.00.00.900-8150.46) to the Subsidized Street Project Fund (480.00.00.900-8150.02) for the Local Road Safety Plan Project (CIP No. 22037).
Appropriate $72,000 to the Subsidized Street Project Fund Intergovernmental Grants revenue account in Fund 480 (specific account number to be determined by Finance).
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of September, 2022, by the following vote:
