RESOLUTION R2022-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE AWARD OF THE CONSTRUCTION CONTRACT TO CONCO WEST, INC. FOR THE WQCF GLYCERIN SYSTEM PROJECT (CIP 22060) AND BUDGET APPROPRIATION WHEREAS, the WQCF Glycerin System Project, CIP 22060 (Project) includes the installation of glycerin tanks and dosing equipment needed to accelerate process of converting ammonia to nitrogen gas at the City’s Wastewater Quality Control Facility (WQCF); and WHEREAS, glycerin is a soluble carbon source that speeds up the denitrification process (i.e. conversion of ammonia to nitrogen gas), and allows for additional denitrification in the anoxic basins; and WHEREAS, four bids for Project where submitted on August 23, 2022; and WHEREAS, Conco West, Inc. is the apparent lowest responsive and responsible bidder with the amount of $357,100; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
Conco West, Inc. is the apparent lowest responsive and responsible bidder for the WQCF Glycerin System Project, CIP 22060.
Award contract to Conco West, Inc. with the amount not-to-exceed $357,100.
Authorize the City manager or designee to sign the construction contract and associated documents.
Authorize the City manager or her designee to approve use of the project contingency funds to issue change orders in an amount not-to-exceed 15 percent (15%), ($53,565) of the construction contract amount.
Appropriate $15,000 from the Fund 640 Undesignated Reserves (640.00.00.900-8050.20).
This Resolution shall take effect immediately upon its adoption.
