RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING BUDGET APPROPRIATION IN THE AMOUNT OF $13,000 FROM THE GENERAL FUND SALARY AND BENEFIT ACCOUNT TO FUND THE EQUITY ADJUSTMENT NECESSARY TO ALLEVIATE COMPACTION BETWEEN THE POLICE CHIEF AND FIRE CHIEF AND THEIR IMMEDIATE SUBORDINATES AND APPROVE THE EXECUTIVE MANAGEMENT SALARY MATRIX WHEREAS, recent promotions and wage increases have resulted in salary compaction issues in public safety; and WHEREAS, the positions affected include Fire Chief and Assistant Fire Chief and Police Chief and Police Captain; and WHEREAS, the promotions prompted a review pursuant to the Executive Management Summary of Salary and Benefits (SSB); and WHEREAS, the SSB has language stating the total net PERSable compensation must ensure a 5% compaction separation between leadership and immediate subordinates; and WHEREAS, it is recommended the Police Chief salary range be elevated from 76A to 78A; and WHEREAS, it is recommended the Fire Chief salary range be elevated from 74A to 75A; and WHEREAS, this preserves parity amongst surrounding agencies; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of a budget appropriation in the amount of $13,000 to address the compaction issue with the Police Chief and Fire Chief to be distributed as follows: General Fund Salary and Benefit Accounts $13,000.
3. Approval of the Executive Management Salary Matrix effective September 1, 2022.
4. This Resolution shall take effect immediately upon its adoption.
