Environmental Clearance
• Mitigated Negative Declaration circulated from July 9, 2022-August 9, 2022.
• The Initial Study and Mitigated Negative Declaration (IS/MND) indicated that there could be some significant adverse effects on the environment. However, there will not be a significant adverse effect in this case because the project has incorporated specific provisions to reduce impacts to a less than significant level and/or the mitigation measures described in the IS/MDN have been added to the project through the certification of the Mitigation Monitoring and Reporting Program and the Conditions of Approval.

Recommendation
Staff recommends the City Council take the following
actions:
1. Adopt a Resolution adopting the Dutra Annexation Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program; and
2. Adopt a Resolution approving the annexation of eight parcels totaling 39.51 acres and authorize application to LAFCo for annexation; and
3. Waive the first reading by substitution of the title and introduce an Ordinance approving the Pre-Zoning designations for the parcels to be annexed; and
4. Adopt a Resolution approving the Dutra Tentative Subdivision Map.
