Subject: Contract Amendment to Traffic Signal Update HSIPL 5242( 034) for Design of Hardwired Fiber Optic System in the City of Manteca Mr. Dahlen:
This amendment to original scope of work and level of effort is based on our meeting with City staff. Per our discussion, the following items are included in the amendment scope of work.
1. Develop a Fiber Optic Communication Master Plan
2. Develop PS& E for hard-wired fiber installation per segments noted in Task 2 below
3. Stop Sign Warrant Analysis— Atherton Drive and Airport Way Below is our anticipated scope of work and level of effort to accomplish all these tasks.
Task I — Fiber Optic Communication Master Plan
Task I. I — Field Reconnaissance Fiber Route and Fiber Access Points TJKM will conduct a field reconnaissance of each signalized intersection along the fiber route to determine the location of the controller cabinets and the conduit connections required from the fiber route to the controller cabinets. Pictures taken from the original site visit for signal update project will be used to determine the space requirements within each cabinet for fiber distribution units and fiber Ethernet switches.
The field reconnaissance will also include vising City hall to discuss with City staff on location of server racks, network equipment and existing conduit infrastructure to bring fiber trunk lines to the designated network room. If existing infrastructure is not available, discuss with City staff on potential layout of conduits coming from the roadway to the City Hall network room. The site visit will also verify potential locations for vault placement along Center Street in front of City Hall to aggregates all the trunk lines before going into City' s designated network room.
Proposed fiber access points or splice boxes, such as using an N48 size Christy pull box or Fibrelyte pull box will be identified on Google Earth aerials for location in relation to the controller cabinets. The fiber access points will provide support for cable slack and splicing, these items Deliverables:
Field visit pics and fieldwork notes
Task 1. 2— High Level Design
This task involves determining the data communication and services needs of the various City departments, which will use the fiber infrastructure and then preparing a high level design of the network. Based on the input provided on system requirements by City staff, TJKM will determine the bandwidth requirements and high- level design.

TJKM VISION THAT MOVES YOUR COMMUNITY
TJKM will determine the amount data required for each signalized intersection within a one second time period—this includes transmit and receive. Outline the new conduit installation locations for installation of the fiber trunk line cables.
A graphic will be prepared of the entire city showing the route and color-coded usage for the use of the fiber strands. This would include how to configure the cable for most efficient use for current needs, and allow for future growth.
TJKM will make recommendations for type of switches/ routers to be deployed within traffic signal cabinets to support a secure network. Cut sheets will be provided of each switch or router.
A meeting will be conducted between TJKM and the City staff to discuss the findings and the designs and alternatives to receive input so that a preferred alternative is to be developed. Minutes of the meeting will be circulated afterwards to document the decisions made and action items required.
Deliverables:
High Level Design Graphic Cut Sheets
Task 1. 3 — Prepare System Requirements Report
As we work with the City of Manteca on the various departments needs of the system, we typically begin to identify desired system requirements. These requirements statements will be collected through the life of the project.
Under this proposed task, we will work with the City on a final determination of performance measures and desired outcomes of the fiber network that will become the de facto standards as the City rolls out future ITS projects. This exercise will establish the specific goals of the system.
For example, a desired outcome may be to have 99. 9% interconnectivity established between all of the City' s intersections. Furthermore, this requirement might establish the need to use ruggedized network equipment that meet certain specifications.
Similarly, we will look at City operations to determine the expectations on staffing, response, clearance, and maintenance of the equipment. For example, staffing and budgetary limitation may not necessarily allow for 24/ 7 traffic surveillance. This effort will assure consistency in system expectations and spell out specific system requirements.
Finally, we will use our experience in final system testing to develop a verification plan. This plan will identify how field equipment will be evaluated after installation to assure that the established requirements are met.
The report will discuss short-term, middle (three to five years) term and long-term (five to 10 year) requirements for the communications system based on the needs provided by City staff. A standalone graphic showing the communication network that is recommended will be included in the report so that the City can use this for implementing the system in later phases of the project.

Task 2 — Fiber Optic Communication Plans, Specifications and Estimates (PS& E) Task 2. 1 — Prepare 65% Plans and Estimates
TJKM will use the data collected as part of Task 1. 1 to prepare the first submittal of the fiber optic hardwired system design plans. Based on conversation with City staff, the City would like to deploy a first trail system on major roadway segments near City Hall and have it all tie back into the City Hall. The roadway segments to install fiber on are identified below:
Union Road— Wawona Street to Center Street
Main Street—Wawona Street to Center Street
Center Street—Union Road to Main Street
Yosemite Avenue—Yosemite Avenue to Main Street
From Center Avenue to City Hall
TJKM will prepare to scale design plans in AutoCAD format using google aerial imagery. The design plans will clearly identify locations of all new proposed conduits, pull boxes, communications vaults, splice closures, fiber trunk and branch cabling, slack cabling, fiber splice diagrams, high level network communications layout and all information required to fully construct th'e fiber optic system.
The plans will be prepared per latest City of Manteca, CA- MUTCD, and Caltrans Standard Plans and Specifications. At this stage a preliminary engineer' s estimate will be provided with the plan set, specifications will be included in the 95% and 100% submittal for review.
