RESOLUTION R2022-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA APPROVING THE ENVIRONMENTAL IMPACT REPORT (EIR) ADDENDUM FOR THE NORTHWEST AIRPORT WAY MASTER PLAN EIR (FILE NO. IS22-092) (SCH 2010022024) WHEREAS, an EIR Addendum has been prepared to analyze the proposed minor changes that have been considered during the buildout of the Northwest Airport Way Master Plan, compared to what was originally analyzed in the EIR with the Master Plan’s conceptual development plan; and WHEREAS, the Northwest Airport Way Master Plan is comprised of 300.3 acres of light industrial and commercial land, bound by Lathrop Road to the south, Airport Way to the east, Roth Road to the north, and the Union Pacific Railroad Lathrop Intermodal Terminal to the west; and WHEREAS, the Northwest Airport Way Master Plan and its Environmental Impact Report (EIR) were adopted by the City of Manteca City Council on November 16, 2010; and WHEREAS, the EIR Addendum analyzes circulation and land use changes that include: eliminating truck trips from using Lathrop Road or Airport Road in order to reduce truck traffic in residential areas; eliminating the connection of Intermodal Way to Lathrop Road; establishing a STAA route form the southern terminus of Intermodal Way to Roth Road; establishing a STAA route on Roth Road to I-5; concentrating all heavy truck trips on Intermodal Way and Roth Road; and removing Roadway ‘A,’ which is at the intersection of Lathrop Road and Intermodal Way; and WHEREAS, an Addendum has been determined to be the appropriate CEQA determination as it has been determined that the changes are necessary, but none of the conditions described in CEQA Guidelines Section 15162, calling for preparation of a subsequent EIR have occurred; and WHEREAS, these proposed circulation changes are expected to benefit the Master Plan and the surrounding residential areas, in that the changes will shift truck trips and their emissions away from residential areas along Airport Way and Lathrop Road. These changes are intended to improve safety on the roadway and to eliminate air-quality concerns of truck emissions from the residential areas; and WHEREAS, the VMT Analysis showed there will be a slight decrease in vehicle miles traveled, and the continued buildout of the Master Plan will continue to improve the jobs to housing balance in the City of Manteca and provide an overall benefit to reducing VMT per employee with fewer residents expected to leave the City for employment, which will result in fuel consumption and greenhouse gas emission reductions; and WHEREAS, the Addendum reviewed the LOS for the refinements and found that all affected road segments will continue to operate acceptably at a ‘D’ or better during both existing and cumulative conditions. It found that all but one intersection (Union Road and Lathrop Road) will continue to operate acceptably for both existing and cumulative conditions. The intersection of Union Road and Lathrop Road will operate unacceptably at a LOS of ‘F’ for both Cumulative Plus No Project conditions and Cumulative with Pending and Undeveloped parcels; and WHEREAS, General Plan Policy C-P-3 states certain locations may be allowed to fall below the City’s LOS standard where constructing facilities with enough capacity to provide LOS D is found to be unreasonably expensive. The intersection of Union Road and Lathrop Road is fully built out and is not planned for widening. Under these conditions, it would be unreasonably expensive to expand this intersection in order to bring the LOS to an acceptable level; and WHEREAS, the Addendum was posted on the State Clearinghouse pursuant to Title 14 of the California Code of Regulations; and WHEREAS, at the October 20, 2020 public hearing of the Manteca Planning Commission, the Planning Commission considered the EIR Addendum for the Northwest Airport Way Master Plan and approved Resolution No. 1612 to recommend approval to the City Council; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meeting of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF MANTECA, AS FOLLOWS:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The project completed an environmental EIR Addendum, and found the Master Plan will not have significant impacts beyond what was conceptually studied in the Master Plan EIR.
Based on the foregoing, the City Council hereby adopts the EIR Addendum for the Northwest Airport Way Master Plan EIR.
4. This Resolution shall take effect immediately upon its adoption.
