Request City Council to adopt a Resolution approving:

Northwest Airport Way Master Plan
• Planning Commission recommended approval of the project on October 20, 2022. • The NWAWMP is a 300.3-acre Master Plan with light industrial and commercial uses. • Located in the northwest corner of the City.
• The Master Plan and its EIR were adopted by City Council on November 16, 2010.

Benefits of EIR Addendum
What will these changes do?
• Heavy truck trips and their emissions will be shifted further away from residents
• This will improve safety on the roadway
• This will reduce air-quality concerns of truck emissions from nearby residential uses • Noise will be reduced as truck trips will be shifted further away ATTACHMENT 4
Vehicle Miles Traveled (VMT) Analysis
• Slight reduction in VMT (Vehicle Miles Traveled):
• 75.3 vehicle miles traveled reduced to 75.1 vehicle miles traveled • Continued buildout of the Master Plan expected to improve jobs-to-housing balance , reducing VMT, which reduces fuel consumption and greenhouse gas emissions ATTACHMENT 4

General Plan Conformance
• Circulation Policy C-P-2: To the extent feasible, the City shall strive for a vehicular LOS of D or better at all streets and intersections, except in the Downtown area.
• Circulation Policy C-P-3: At the discretion of City staff, certain locations may be allowed to fall below the City’s LOS standard under the following circumstances:
• Where constructing facilities with enough capacity to provide LOS D is found to be unreasonably expensive.

CEQA
An Addendum has been determined to be the appropriate level of CEQA to document the changes in the MP, as it has been determined that changes are necessary, but none of the conditions described in CEQA Guidelines Section 15162 calling for preparation of a subsequent EIR have occurred.
