Well 17 VFD and PLC/Radio Replacement Well 19 VFD Replacement 1 – INTRODUCTION
The City of Manteca is seeking proposals from qualified firms to provide a comprehensive proposal for our Well 17 VFD and PLC/Radio Replacement and Well 19 VFD Replacement project. Each vendor quote is to include all required, hardware and electrical engineering, factory set up and programming of new and existing equipment required to operate the well.
2 – BACKGROUND AND GENERAL REQUIRMENTS
The City of Manteca is requesting the services of a qualified firm or individual to provide engineering services, product and labor to install 1 new VFD, 1 PLC and 1 Radio at well 17. 1 new VFD at Well 19.
Well 17 is located at 658 Pestana Ave. Manteca CA. Well 17 is currently powered by a 75HP motor with a 100HP, 87A, 460V, Robicon ID-454GT variable frequency drive. These Robicon units are now obsolete, parts are no longer available. The replacement VFD will be an Allan Bradley Power Flex 753.
Well 17 currently has a TSX Momentum PLC, to better accommodate the new Allan Bradley Power Flex 753 VFD with E-Comm Card and HIM Display, we are requesting a new Allen Bradley Compact Logic PLC to be installed.
Well 17 currently has an MDS 4710 radio. We are requesting a new 60 GHz PtP radio system with 5GHz back up – AF60-US Radio with UniFi outdoor cable.
Well 19 is located at 290 S. Powers Ave. Manteca CA. Well 19 is currently powered by a 150HP motor with a 150HP, 198A, 460V, Robicon ID-454GT variable frequency drive. These Robicon units are now obsolete, parts are no longer available. The replacement VFD will be an Allan Bradley Power Flex 753.
Well 19 originally was a standalone well site, the primary operation was directly into the water distribution system with the Robicon VFD and a soft start as back up. Well 19 raw water has now been diverted to a central arsenic treatment site where wells 13 and 21 also blend with water from well 19 to reduce nitrates and arsenic levels. In 2019 8 carbon filters were added to this site to remove 123TCP.
Well 19 will never be able to operate on the soft start alone due to the complexity of the 3 wells going to the “Central Arsenic Treatment Facility”.
With this “Central Arsenic Treatment Facility”. complexity in mind, we want to keep the old Robicon VFD at well 19 in its current location as a backup VFD for well 19, the new Allan Bradley Power Flex 753 with E-Comm Card and HIM Display will be installed in the motor control cabinet door , where the old soft start is currently located. The soft start will have to be removed by the vendor prior to installing the new Allan Bradley Power Flex 753.
