CALL TO ORDER: 6:01 p.m.

INVOCATION/FLAG SALUTE: Invocation was led by Sukhjindar Kaur. Flag Salute was led by Cub Scout Pack 423.

ACTION: Moved, seconded (Halford/Nuño) to approve the Consent Calendar as presented.

B.1. 22-610 Adopted Resolution R2022-221 approving the Memorandum of Understanding and Salary Matrix for the Operating Engineers Local Union No 3 (OE3) at the annual cost of $201,055.23 (General Fund = $44,232.15; Other Funds = $156,823.08) plus a one-time, non-persable payment from the American Rescue Plan Act of $369,000, for a total of $570,055.23.
C. DISCUSSION ITEMS:
C.1. 22-592 Adopt a resolution declaring and certifying the results for the November 8, 2022, City of Manteca General Municipal Election.
City Clerk Cassandra Candini-Tilton provided a brief report.
ACTION: Moved, seconded (Breitenbucher/Cantu) to adopt Resolution R2022-222 declaring and certifying the results for the November 8, 2022, City of Manteca General Municipal Election.

C.2. 22-593 Presentation honoring outgoing Mayor and Councilmember.
Interim City Manager Toni Lundgren, City Attorney David Nefouse and City Council presented plaques and proclamations to outgoing Councilmember Nuño and Mayor Cantu.

C.3. 22-594 Swearing-in of Newly Elected Mayor and Councilmembers.
Councilmembers Breitenbucher, Morowit, and Mayor Singh were administered the oath of office.
C.4. 22-617 Consider appointment to fill the vacant City Council seat for the unexpired term of office, through December 2024.

Interim City Manager Toni Lundgren congratulated the newly seated Mayor and Councilmembers; thanked City Council for filling the unexpired vacancy; announced her pleasure serving as interim city manager and looked forward to 2023.
E. COUNCIL COMMENTS:
Councilmember Breitenbucher thanked all dignitaries in attendance for the Special Meeting and Cub Scout Pack 423 for leading the flag salute.
Vice Mayor Morowit announced he is looking forward to serving with the City Council; announced how he has kept busy and engaged during his time off the City Council and thanked everyone who has supported him.
Councilmember Halford thanked everyone for attending the Special Meeting and announced he is looking forward to working with the City Council to accomplish the City Council’s goals.
Councilmember Nuño announced he is looking forward to the next two years and that he is excited City Council is here to make a positive difference.
Mayor Singh thanked everyone for attending the City Council Special Meeting and invited everyone to attend the Senior Center for dinner and refreshments
