In the event of budget shortfalls, and the potential for increased withholding of property taxes from local governments, what do you think is the best method that local government can use to finance locally-mandated services? In general, government bodies must be sure to spend taxpayer funds with care, in both effective and efficient ways. All expenditures, small and large, must be examined and only be authorized when the costs are justified. In addition, the ruling body must be sure that staff is governed by clear up to date policies and that there is adequate long term planning, including adequate reserves, so the agency can deal with the unknowns of the future. The Mosquito control district has been able to keep the property tax rate constant for the last 5 years and serve the public in a very efficient manner.
