I hold a bachelor's degree in Business Administration with a concentration in Finance, currently I am enrolled in a MBA program to further broaden my educational horizons to help align with my personal and community wide goals. As the president of Dhanda Development Group, I have worked on a magnitude of projects that focus on economic and business development across the Central Valley as my aim has always been local citywide growth. By being a multiple business owner within the convenience and food chain industry, I enjoy watching my local city grow and flourish and am continuously trying to partner and bring in various brands as well as initiating conversations to help trademark and put the local community on the map. My career experience heavily revolves around community involvement, through the various managerial/consultant roles I’ve held with Wells Fargo over the last decade and counting. Currently I serve as Lead Construction and Environmental Specialist for Wells Fargo.

What do you believe the role of the City's Planning Commission to be? The role of the city’s planning commission is to essentially act as an advisory board in regard to all of the planning and development related issues. It would be vital to be knowledgeable on land use policies and regulations that apply within the context of the city, as it is essential to be functioning as the key decisionmaking body. As a member of the board, it would be my job to assure that the general plans are implemented on a case by case basis only after all of the development applications have been thoroughly reviewed. By serving within the local government, we would play a central part in the planning processes by holding local public hearings, acting upon proposed amendments on specific plans, working with individual project approvals, as well as coordinating planning efforts based on variables such as maps, zoning ordinances, and permits.

There are numerous skills needed by the planning commission, but I would say the one most important skill to have is knowledge and understanding of the general plan, community issues, ordinances, and the ability to communicate.

I have personally and professionally worked with multiple city officials getting specific project approvals, dealt with various zoning and subdivision maps, conditional permits, as well as coordinated with my engineering team on site specific plans for the various business projects I’ve been an active part of. I have also promoted public interest in general plans and have consulted with various agencies and public officials/organizations in regard to dealing with proposed amendments, capital improvement, conditional use variances, as well as undertaking special planning studies required for specific projects.

Tell us about yourself (i.e. background, education, career experience, interests). -Career Experience For the past fifteen years, I have been a transportation planner for the Valley Transportation Authority (VTA) in Santa Clara County. VTA is a special district that wears two hats - County Transportation Agency and the Congestion Management Agency. I interact on a daily basis with coworkers on planning exercises for projects in land use, bicycle & pedestrian, Active Transportation, Safe Routes to School, and transit improvements. Additionally, I program and manage various local tax measures in addition to regional, state and federal grants. Local tax measures under my purview include 1996 Measure B, 2000 Measure A, and coordination on 2016 Measure B. On any given day, I may work with city/town staff from one of the sixteen local jurisdictions on program and project delivery. Or I may be consulting with the metropolitan planning organization (MPO) staff on program development. I have written Board memos, Caltrans project applications and funding agreements; responded to inquiries from local elected officials; sat on interview panels for several local cities; and lead public workshops on grant opportunities. Further, I manage the One Bay Area Grant program for Santa Clara County. OBAG is the largest federal funding arm for the Bay Area Regional Transportation Plan & Sustainable Communities Strategies. Over the three OBAG cycles, the county share ranges from $88 million to $104 million. My professional memberships include the American Planning Association and the Women's Transportation Seminar. -Education: My Masters are in City & Regional Planning and Transportation Planning from California Polytechnic University, San Luis Obispo, while my Bachelor of Science is Liberal Studies from the University of the State of New York. Graduate course work included but not limited to land use law, sustainable mobility, feasibility studies, urban design, environmental planning, community planning, planning management, and public policy analysis. Additionally, I was a consultant on the Kings County (CA) Community Plan and the Desert Hot Springs General Plan, Circulation Element update. Background:
I was born into a United States Air Force family, which meant we traveled the world. I grew up in California, New York, New Jersey, Okinawa and the Philippines. Those early experiences informed and shaped me to appreciate other cultures. After community college, I enlisted as active-duty USAF, secured a Top-Secret Clearance and was stationed in Berlin as a Russian linguist. Once I finished my undergraduate degree, I enlisted in the USAF Reserves as a maintenance analyst in Riverside, CA. After graduate school, I accepted the offer at VTA and began my professional planner career in 2008. I lived in Santa Clara county until 2018, when I became a homeowner in Manteca. Interests: The intersection of my experience in transportation and funding opportunities fuels many interests and concerns for the future growth of the City of Manteca and San Joaquin county. The City of Manteca plays a key role in all aspects of the county’s future. The city has taken on rapid growth in both the commercial and residential sectors. It is well on its way to meeting or exceeding its RHNA requirements. As a major commercial corridor for east/west freight movement, it has become home to large warehousing and trucking. While economic development secures revenue for additional infrastructure and needed amenities, it also comes with the challenge of balancing traffic congestion, air quality, water resources, road maintenance and rehabilitation, and affordable housing stock. The county’s Measure K will certainly contribute to solving some of these issues. Finally, as an ACE train commuter, I have been tracking the progress of the Valley Link project, especially potential funds from the Major Project Advancement Policy (MAP) for the initial operating segment.

Currently, I serve as a Manteca Planning Commissioner which terminates at year end 2022. Therefore, I am reapplying for a vacancy. Although I do not sit on a Board, I do present agenda items to the VTA Board of Directors. I am also the staff liaison for the VTA Capital Improvement Program Working Group, a subgroup of the Technical Advisory Committee. The working group consists of planners and public works staff from each local jurisdiction. I am also a representative from Santa Clara County to the regional Local Streets & Roads committee and Transit Finance Working Group.

What do you believe the role of the City's Planning Commission to be? As appointees of the City Council, the planning commission should oversee the development/updates to the general plan, hear items on zoning, city development, and often architectural review if there is no designated committee. Also, a commissioner should listen to community voices regarding their concerns about growth patterns while balancing the voices of developers. Often, the planning commission is the only contact the public has with city representatives.

What is your vision of Manteca as it relates to City growth? Having done an initial windshield survey when I moved to Manteca, I see unbalanced growth and potential for a permanently divided city, cut by the 120 freeway. Of course, I would enjoy a vibrant, walkable downtown business district. But as the city expands south I experience a pressing need for infrastructure that supports badly needed amenities. And my transportation planner head is concerned about the traffic impacts along Airport and Main/Manteca, again south of the 120. The growth seems exponential, but the infrastructure isn't keeping pace. Therefore, we need a robust plan to generate revenue and to apply for appropriate grant opportunities.

I work at ServiceNow, a Software Co located in Pleasanton, Ca.. I've been in the High Tech industry for 30+ years, in Administrative and Finance leadership roles. I am reliable, pragmatic, and a good communicator. I moved to Manteca 8 years ago with my wife Stephanie and we have two teenage kids still living with us. Stephanie and I plan to retire here so we are putting our roots deep down. I am interested in getting more involved in the community and City level. As the kids have gotten older, and with my work from home situation, I have more available time on my hands.

While the terms “goal” and “objective” are used interchangeably in some general plans, many plans differentiate between broad, unquantifiable goals and specific objectives. Either approach is allowable, as flexibility is a characteristic of the general plan along with examples like quiet residential streets, a diversified economic base for the city, an aesthetically pleasing community and a safe community are all goals I believe General Plans should include.

The first of two main functions includes preparation and revisions to the community's comprehensive plan and local land use regulations. The second main function involves review of development proposals, such as commercial site plans and proposed subdivisions.

The location of the City is well positioned to out perform the surrounding cities of Stockton, Modesto and Tracy. What do you think is the single, most important skill a Planning Commissioner should have? Common sense. Planning is not just about statistical data, it's also about impacts on real life. A good understanding of traffic patterns, public habits (what people tend to do), understanding what the public wants as far as family activities, safety, and a feeling of pride for the place where they live. Bringing a real world view to design elements into plans and projects, so the final product will enhance the lives of the citizens. Well executed planning makes almost everyone happy and satisfied.

What is your background and experience as it pertains to General Plans? I work in the telecommunications industry and have been on the front end of major wireless carrier network deployments. Cellular sites are often put through a rigorous plan review to ensure the structures "fit" within the overall design of an area. I understand the appropriateness of how structures and landscapes need to blend and tie into one another. I have studied traffic patterns, street and highway layouts for years. I have a good understanding of highway safety and overall public safety. I have studied the railroad industry for over 40 years. I look at infrastructure projects and see how they will impact the quality of life in a given area. Understanding how projects can potentially influence an area in regards to the general population is key to ensure the plans are designed properly and executed correctly.

What is your vision of Manteca as it relates to City growth? City of Manteca has lots potential for good growth as lots of big companies / indutries are moving and building they business here. Lots of job growth market and at the same time high demand for housing markets as well which leads to a promising growth of revenue as well. Lot of room for developments as well.

What is your background and experience as it pertains to General Plans? Being part of team of a city's budget and planning / development. Was succesful with the team in lots developments in the city e,g, creation of children parks, sports complex, improving city infrastructure, reduction in expenditure etc.
