RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ACCEPTING THE CPUC LATA BROADBAND GRANT; APPROVING A BUDGET APPROPRIATION OF $101,200.00, TO INFORMATION AND TECHNOLOGY (FUND 350) REVENUE AND EXPENSE ACCOUNTS, AMENDING THE CAPITAL IMPROVEMENT PLAN TO INCLUDE THE BROADBAND FIBER MASTER PLAN AS A PROJECT, AND AUTHORIZE STAFF TO BEGIN THE RFP PROCESS WHEREAS, On September 18, 2018, the City Council approved the elements of the City Fiber Development Strategy, including policy adoption to reduce barriers to getting conduit and fiber into the ground, Infrastructure partnership exploration, and alternative funding options research; and WHEREAS, the City has always been aware that grants would be a needed component in moving the strategy forward; and WHEREAS, The City began its grant application process in August 2022 and received notice on December 8, 2022 that Manteca was awarded a reimbursable grant of $101,200.00, to develop a Broadband Fiber Master Plan (the “Project”); and WHEREAS, Expended funds are to be reimbursed as deliverables are met and reports are sent to and accepted by the CPUC LATA team; and WHEREAS, There is no match required for this grant; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The Interim City Manager or assigned delegate will be empowered to accept the grant on behalf of the City and complete all necessary CPUC forms, State forms, reports, or affidavits and release an RFP to select a consulting group to complete the proposed work for developing the Broadband Fiber Master Plan.
Appropriate $101,200.00, to Innovation and Technology (Fund 350) Revenue Account No. 350.03.00.124-4475.41 (Intergovernmental Grants – State/County CPUC LATA) Appropriate $101,200.00, to Innovation and Technology (Fund 350) Expense Account No. 350.03.00.124-6000.12 (Professional Services Contract Services) Amend the Capital Improvement Plan to include the Broadband Fiber Master Plan as a project This Resolution shall take effect on the effective date immediately.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of December, 2022, by the following vote:
