RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING BUDGET APPROPRIATION IN THE AMOUNT OF $20,000 TO THE GENERAL FUND SALARY AND BENEFIT ACCOUNT TO FUND THE EQUITY ADJUSTMENT NECESSARY TO ALLEVIATE COMPACTION BETWEEN THE POLICE CAPTAIN(S) AND THEIR IMMEDIATE SUBORDINATES AND APPROVE THE MANTECA PUBLIC SAFETY MANAGEMENT ASSOCIATION SALARY MATRIX WHEREAS, a recent wage increase has resulted in salary compaction issues in public safety; and WHEREAS, the position affected is the Police Captain; and WHEREAS, the merit increase of a Lieutenant prompted a review pursuant to the Section 8 of the Manteca Public Safety Management Association (MPSMA) Memorandum of Understanding (MOU); and WHEREAS, the MOU has language stating the total net PERSable compensation including any cost sharing must ensure a 10% compaction separation between immediate subordinates of sworn positions in the unit; and WHEREAS, it is recommended that the Police Captain’s salary range be elevated from 68A to 69A to remain compliant with the MOU; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of a budget appropriation in the amount of $20,000 to address the compaction issue with the Police Captain(s) to Account No. 100.11.00.001-5000.01.
3. Approve the Manteca Public Safety Management Association Salary Matrix effective September 1, 2022.
4. This Resolution shall take effect immediately upon its adoption.
