RESOLUTION R2023-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, State of California, ADOPTING A RESOLUTION ADOPTING THE CITY OF MANTECA RECLAIMED wATER FACILITIES MASTER PLAN WHEREAS, the City of Manteca (City) Reclaimed Water Facilities Master Plan (RW Master Plan) evaluates the role that reclaimed water can play in creating a drought-proof water supply for the City and the surrounding region; and WHEREAS, the City’s Wastewater Quality Control Facility (WQCF) is already capable of producing disinfected, tertiary-treated reclaimed water, meeting the standards for reclaimed as specified in Title 22 of the California Code of Regulations; and WHEREAS, a portion of the treated wastewater is currently used for landscape irrigation, process water and maintenance activities at the WQCF, and used to fill water trucks for construction dust control; and WHEREAS, the RW Master Plan is a required document for grant funding that has become available for reclaimed water projects; and WHEREAS, grant funding could be utilized to fund the necessary storage tank(s), chemical disinfectant system, piping, and pumping equipment needed to collect, store and transport reclaimed water for other irrigation uses (including the golf course); and WHEREAS, the City completed a draft of the RW Master Plan in 2017; and WHEREAS, the RW Master Plan remained in draft form until 2022, and is now finalized and ready for acceptance by City Council; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council adopts the City of Manteca Reclaimed Water Facilities Master Plan.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 24th day of January, 2023, by the following vote:
