FOR THE CITY COUNCIL OF THE CITY OF MANTECA
January 24, 2023
Note: Councilmember Breitenbucher attended the meeting via teleconference.
CALL TO ORDER: 7:02 p.m.
Roll Call:
Present: Breitenbucher, Halford, Nuño, Morowit, Singh
Councilmember Breitenbucher requested to attend the meeting via teleconference pursuant to AB 2449 (f)(2)(A)(i); City Council approved the request.
INVOCATION/FLAG SALUTE:
Invocation and flag salute was led by Pastor Dan Mahaffie from Sequoia Church.
AGENDA REVIEW AND SUPPLEMENTAL REPORTS: None.
A. DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
B. PRESENTATIONS:
B.1. 23-032 Certificate of Recognition presented to Landon Wolfe for organizing and collecting over 400+ toys for the Valley Children’s Hospital.
The City Council presented a Certificate of Recognition to Landon Wolfe.
B.2. 23-051 Certificate of Recognition presented to outgoing Boards and Commissions Members.
The City Council presented Certificates of Recognition to Supriya Ashish Jain, Sean Randall, and Leonard Smith.
C. PUBLIC COMMENT:
Sarah Wood provided public comment regarding the Manteca Animal Shelter.
Natasha Perez provide public comment regarding the Manteca Animal Shelter.
Raquel Fresquez provided public comment regarding the Manteca Animal Shelter.

D.1. 23-002 Adopted Resolution R2023-10 continuing the Proclamation of Local Emergency in response to the Coronavirus (COVID-19).
Engineering:
D.2. 23-026 Adopted Resolution R2023-11 adopting the City of Manteca Reclaimed Water Facilities Master Plan.
D.3. 23-029 Adopted Resolution R2023-12 approving an amendment to the Improvement Agreement for Denali Unit No. 2 - Offsite Improvements, modifying SCHEDULE B, Transportation System, Table 1, Transportation System P.F.I.P.
Reimbursement, decreasing the amount from $1,817,571.90 to $1,188,157.88; approved an appropriation of $731,221.57 from the PFIP Transportation undesignated reserves into the S. McKinley Improvement Project (CIP 19066); and authorized the City Manager to sign and take all necessary steps to effectuate the amendment.
D.4. 23-030 Approved Professional Services Agreement with HydroScience Engineers, Inc. for the preparation of plans and specifications for the Well 29 1,2,3-Trichloropropane (TCP) Treatment Project (Project) in an amount not-to-exceed $498,684; and authorized the City Manager or designee to sign the agreement, associated documents, solicit community support, apply for permits and grants, and to take such other actions as are appropriate to carry out the intent of the resolution.

D.7. 22-638 Approved Amendment No. 1 to Contract C2022-44 with Herwit Engineering for F2E/Food Processing Engineering Design Services for the addition of Engineering Services during construction at a cost of $44,744 with total compensation not-to-exceed $94,774.

E.1. 23-036 Adopt a resolution approving the Fiscal Year (FY) 2022-23 Mid-Year Budget Update.
Interim City Manager Toni Lundgren provided a brief introduction of the agenda report and introduced Acting Director of Finance Jared Hansen who provided a brief report.
ACTION: Moved, seconded (Halford/Breitenbucher) to adopt Resolution R2023-13 approving the Fiscal Year (FY) 2022-23 Mid-Year Budget Update.

ACTION: Moved, seconded (Singh/Nuño) to Establish a City Council Ad Hoc Economic Development Committee and appoint Mayor Singh and Vice Mayor Morowit to serve on the Committee.

F. CITY MANAGER COMMENTS:
Interim City Manager Toni Lundgren thanked all Finance staff and Acting Director of Finance Jared Hanson for their hard work on the Mid-Year Budget; thanked Interim Chief of Police Stephen Schluer for “Doggy Day Out”; thanked the Manteca Fire Department staff for their efforts during the storms; thanked Sterrie McCloud for running the Emergency Operations Center and keeping everyone informed; and thanked all the Manteca Animal Control Shelter staff and volunteers for their efforts.

Councilmember Breitenbucher congratulated Landon Wolfe on all of his achievements and commended Manteca Youth Focus on a successful program.
Councilmember Halford congratulated Landon Wolfe on all of his achievements; thanked Manteca Youth Focus for all they do in the community; thanked the Manteca Police Department for a successful “Doggy Day Out”; and announced the Manteca Animal Shelter surrender fees should be evaluated.
Councilmember Nuño thanked Manteca Youth Focus for all they do in the community; thanked the Manteca Police Department for a successful “Doggy Day Out” and reported out on the League of California Cities New Mayor and Councilmember Academy he attended January 18 – 20, 2023.
Vice Mayor Morowit congratulated Landon Wolfe on all of his achievements; thanked Manteca Youth Focus for all they do in the community; thanked Leonard Smith for his service on the Manteca Planning Commission; announced his excitement to serve on the Ad Hoc Economic Development Committee; thanked the Manteca Police Department for a successful “Doggy Day Out”; and also thanked all the Manteca Animal Shelter volunteers for all their efforts.
Mayor Singh congratulated Landon Wolfe on all of his achievements; thanked Manteca Youth Focus for all they do in the community; thanked the Manteca Police Department for a successful “Doggy Day Out”; reported out on the League of California Cites New Mayor and Councilmember Academy he attended January 18 – 20, 2023; and requested City Council consensus to direct the City Attorney to analyze the development of a Project Labor Agreement (PLA). Council consensus was received.
H. ADJOURNMENT: Mayor Singh adjourned the meeting at 8:25 p.m. in memory of the Monterey Park and Half Moon Bay victims.
