RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, State of California, authorizing the city manager or designee to 1) execute the measure k cooperative agreement c-23-051 for state route 120/main street project study report; 2) the measure k cooperative agreement c-23-052 for state route 120/airport way project study report; 3) appropriatE $500,000 in Measure k funds from sjcog TO CAPITAL IMPROVEMENTS-TRANSPORTATION INTERCHANGES (aCCOUNT NO. 440.00.00.900-8150.41); 4) ASSIGN new capital improvement program numberS for said projects; 5) AWARD PROFESSIONAL SERVICES OF THE State Route 120/AIRPORT WAY Diverging diamond INTERCHANGE PROJECT AND THE State Route 120/MAIN STreet diverging diamond INTERCHANGE PROJECT TO MARK THOMAS AND COMPANY, INC, nOT TO EXCEED $499,792; AND 6) AUTHORIZE THE CITY MANAGER OR DESIGNEE TO apply for permits, apply for state and federal grants, solicit project funding support, complete and execute all associated documentS, and take all appropriate actions necessary to carry out the purpose and intent of the resolution WHEREAS, the City of Manteca (City), in cooperation with the California Department of Transportation (CalTrans), and the San Joaquin Council of Governments (SJCOG), propose to develop Project Study Reports (PSR) for two new Diverging Diamond Interchange (DDI) Projects at State Route (SR) 120/Airport Way and SR120/Main Street (Projects); and WHEREAS, the proposed interchange projects will widen the existing overcrossing on Airport Way & Main Street at SR120 using a Diverging Diamond Interchange (DDI) design, which is the same design used for the SR120/Union Road Interchange; and WHEREAS, The purpose of the two interchange projects is to provide operational and safety improvements to address the anticipated traffic generated from local development and growth, enhance circulation and mobility for vehicular traffic, bicycles and pedestrians, and include a Class I bikeway; and WHEREAS, in an effort to implement the PSR of the proposed projects, staff applied for Measure K funding. The Projects are eligible for funds within the Congestion Relief funding category of the Local Transportation Improvement Plan; and WHEREAS, the awarded Measure K funding is summarized as follows:

WHEREAS, the City issued a Request for Proposal (RFP) on June 15, 2022, for the Professional Services – PSR for both the SR120/Airport Way DDI Project and the SR120/Main Street DDI Project. Only one firm, Mark Thomas and Company, Inc. (Mark Thomas), submitted a response to the RFP; and WHEREAS, an evaluation committee consisting of four (4) panel members evaluated and scored the proposal based on the advertised criteria; and WHEREAS, the Consultant completed California’s first Diverging Diamond Interchange (DDI) on SR120/Union Road; and WHEREAS, based on qualifications and scope of work, Mark Thomas was selected as the most responsible, responsive, and best-qualified firm to meet the specific goals of said projects; and WHEREAS, staff has completed negotiations with Consultant to establish a Scope of Services for two interchanges, not to exceed $499,792; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
Authorizes the City Manager or designee to execute Measure K Cooperative Agreement (C-23-051) and all necessary documents with SJCOG for the SR120/Main Street Interchange – Project Study Report.
Authorizes the City Manager or designee to execute Measure K Cooperative Agreement (C-23-052) and all necessary documents with SJCOG for the SR120/Airport Way Interchange – Project Study Report.
Appropriate $500,000 in Measure K funds from SJCOG to cover the professional services for two proposed DDI projects to Capital Improvements-Transportation Interchanges (Account No. 440.00.00.900-8150.41).
Assign new Capital Improvement Program numbers for said projects.
Approve a Professional Services Agreement with Mark Thomas and Company, Inc. for the preparation of PSR for both the SR120/Airport Way Diverging Diamond Interchange and the SR120/Main Street Diverging Diamond Interchange projects in an amount not to exceed $499,792.
Authorize the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
