From: Fred Choa and Elizabeth Connell-Suarez – Fehr & Peers Subject: Yosemite Avenue / Austin Road Intersection Analysis for the Yosemite Square Project in Manteca, CA RS21-4102.00 This Technical Memorandum presents the results of the operations analysis for the Yosemite Avenue / Austin Road in Manteca, CA. Based on the Geometric Approval Drawings (GADs) developed for the State Route 120 / State Route 99 Interchange Phase 1 Project, the NB SR 99 onramp from Austin Road and the SB SR 99 off-ramp to Moffat Road / Austin Road would be closed in February / March 2024 for an extended period of time. The City of Manteca is working with San Joaquin Council of Governments (SJCOG) and Caltrans to secure local, regional, and state funding to construct the Ultimate Project.

Based on the need for significant right-of-way and utility relocations, the earliest that the Ultimate Project would be completed and the NB SR 99 on-ramp from Austin Road and the SB SR 99 offramp to Moffat Road / Austin Road re-opened would be Winter 2030 / Spring 2031. Therefore, the City of Manteca Engineering Department and Development Services Department requested Fehr & Peers to determine if improvements are required at the Yosemite Avenue / Austin Road to maintain acceptable level of service conditions with the construction of the proposed Yosemite Square Project.

Analysis Methodology
The Synchro/SimTraffic microsimulation software package (Version 11) was used to analyze the signalized Yosemite Avenue / Austin Road intersection. This program is consistent with the technical approach documented in the Highway Capacity Manual – 6th Edition (TRB, 2016) for calculating delay at signalized intersections. It considers roadway design, intersection geometries, turn pocket storage lengths, and intersection control on intersection queuing and delays. Table 1 displays the delay range associated with each LOS category for signalized intersections.

Existing Conditions Analysis
Table 2 presents the results of the Existing AM and PM Peak Hour Intersection Operations Analysis.

For each scenario, the results of 15 SimTraffic Version 11 model runs were averaged to yield the reported conclusions shown below.

Figure 1 presents the proposed Yosemite Square Project site plan that would construct a total of 797 single-family dwelling units. Pending approval of the project, the Yosemite Square Project would be built over several years with residents moving into their new homes starting in 2025 and extending beyond 2030 / 2031. For the purposes of this Technical Memorandum, the entire Yosemite Park Project was included in the analysis of the signalized Yosemite Avenue / Austin Road intersection. Therefore, the projected traffic volumes and traffic analysis results are conservative and represent the highest traffic volumes that would occur in Year 2030 based on the City of Manteca Travel Demand Forecasting Model.

Year 2030 with Yosemite Square Project Conditions Analysis Table 3 presents the results of the Year 2030 With Yosemite Square Project AM and PM Peak Hour Intersection Operations Analysis. Under this scenario, the NB SR 99 on-ramp from Austin Road and the SB SR 99 off-ramp to Moffat Road / Austin Road was assumed to be closed for an extended period of time as part of the State Route 120 / State Route 99 Interchange Phase 1 Project.

Approximately 15% of Yosemite Square traffic that would use the closed ramps were re-routed to use the Yosemite Avenue / Austin Road intersection. It should also be noted that other existing and future land uses along Austin Avenue was also re-routed to use the Yosemite Avenue / Austin Road intersection with the ramp closures.

During the morning peak hour, with a total of 2,292 vehicles served, the intersection is project to degrade from LOS B conditions under Existing Conditions to marginal LOS D conditions with an average delay of 35.3 seconds per vehicle. During the evening peak hour, with a total of 2,935 vehicles served, the intersection is project to degrade from LOS B conditions under Existing Conditions to unacceptable LOS F conditions with an average delay of 95.0 seconds per vehicle.

Year 2030 with Yosemite Square Project + Improvements Conditions Analysis Based on the results of the Year 2030 With Yosemite Square Project Intersection Operations Analysis described above, the following improvements were identified to improve level of service conditions. Table 4 presents the results of the Year 2030 With Yosemite Square Project + Improvements AM and PM Peak Hour Intersection Operations Analysis. For each scenario,, the results of 15 SimTraffic Version 11 model runs were averaged to yield the reported conclusions shown below.

During the morning peak hour, with a total of 2,292 vehicles served, the intersection is projected to improve from marginal LOS D conditions to LOS C with an average delay of 26.0 seconds per vehicle.

This represents a 26% reduction in delays, fuel consumption and greenhouse gas emissions.

During the evening peak hour, with a total of 2,935 vehicles served, the intersection is projected to improve from unacceptable LOS F conditions to LOS D with an average delay of 37.0 seconds per vehicle. This represents a 61% reduction in delays, fuel consumption and greenhouse gas emissions.

Year 2030 with Yosemite Square Project + Improvements + Austin Road On-Ramp / Moffat Road Off-Ramp Re-Opened Conditions Analysis
Based on the results of the Year 2030 With Yosemite Square Project + Improvements Intersection Operations Analysis described above, the following analysis was completed to determine the operations of the Yosemite Avenue / Austin Road intersection with completion of the State Route 120 / State Route 99 Interchange Ultimate (Phase 1C) Project.

Under this scenario, the following on-ramps would be reconstructed / re-opened:
 Northbound SR 99 on-ramp from Austin Road; and
 Southbound SR 99 off-ramp to Moffat Road / Austin Road.

Table 5 presents the results of the Year 2030 With Yosemite Square Project + Improvements + Ramps Re-Opened AM and PM Peak Hour Intersection Operations Analysis. For each scenario,, the results of 15 SimTraffic Version 11 model runs were averaged to yield the reported conclusions shown below.

During the morning peak hour, with a decrease in the total number of vehicles using Yosemite Avenue / Austin Road, the intersection is projected to continue to operate at LOS C with the average delay decreasing from 26.0 to 24.7 seconds per vehicle. This represents a 5% reduction in delays, fuel consumption and greenhouse gas emissions.

During the evening peak hour, with a decrease in the total number of vehicles using Yosemite Avenue / Austin Road, the intersection is projected to improve from LOS D to LOS C with the average delay decreasing from 37.0 to 30.8 seconds per vehicle. This represents a 17% reduction in delays, fuel consumption and greenhouse gas emissions.

Recommendations
Based on the results of the traffic analysis contained in this Technical Memorandum, it is recommended that the following improvements be implemented by the Yosemite Square Project:
 Convert the eastbound right-turn lane to a shared through/right-turn lane at the Yosemite Avenue / Austin Road intersection;
 Taper from two eastbound travel lanes to one eastbound travel lane approximately 450 feet east of the Yosemite Avenue / Austin Road intersection;  Signal timing adjustments to improve intersection operations at the Yosemite Avenue / Austin Road intersection;
 Improve signal coordination between SR 99 and Jack Tone Road – install hardware (GPS clocks) to improve EB/WB Yosemite Avenue (Hwy 120) traffic flow and coordination with Vasconcellos Avenue.

Conclusions
With these improvements that would be implemented / constructed by the Yosemite Square Project, the intersection of Yosemite Avenue / Austin Road intersection will not degrade to unacceptable LOS F conditions. The relatively low cost / high benefit recommendations identified above will provide increased capacity and improved operations for the signalized Yosemite Avenue / Austin Road intersection to operate at acceptable level of service conditions during the approximately six (6) years that the State Route 120 / State Route 99 Interchange Phase 1 Project, would close the NB SR 99 on-ramp from Austin Road and the SB SR 99 off-ramp to Moffat Road / Austin Road.
