Hello Ms. Simvoulakis/City of Manteca Planning Manager:

I'm writing in regards to the above listed Austin Road project. My mom, Sophia Papadoulis asked that I write this email for her. Our family has lived in our residence since 1978 on Austin Road. When we first set eyes on our property, we knew this would be our forever home. We left the city and moved to the country where it was quite and better place to raise your family. The only noise was a few cars that traveled down Austin Road.

As the population of Manteca grew so did the traffic on Austin Road.

We're not opposed to expansion however; my family and I have some concerns.  We would welcome the opportunity have larger custom homes be included in the plan of new homes.  We are concerned with lower income homes coming to our neighborhood.  The neighbors on this block have been here for years.  We do not have any problems. With lower income, homes and apartments come more problems.  We moved to the county for less disturbance then we had in the city.

As the proposed map shows, there will be a four‐lane road. Is that really necessary?  We are opposed to the added street that will be located right outside my bedroom window.  The traffic going up and down that proposed street all hours of the day and night will be on going. Braking, squeaking noises as the cars are coming to the end of I believe "H Street" and (Austin Road).  There will be one accident after another from the cars turning onto Austin Road. I don’t think a stop sign or lights will make a huge difference.  You see it all the time, how many cars can slip thru a red light.

Prior to the proposed plan to build, we witnessed several accidents right in front of my home because drivers felt the need to speed.  By adding this new proposed road, right next to my bedroom is HUGE MISTAKE and will be a problem.  We ask that you take a hard look at your proposed plans and move the road away from the existing homes.  Regardless if there will be a fence or not, the future issues will still be there. Move the road down the block where there are open fields. NO HOMES.

Have some consideration for the existing and original families on the block.   If you look at the homes on Austin Road, you have over eighty years of families that have lived here. Some of the original owners passed but their children continue to enjoy and live the wonderful vision about Austin Road. This is what it is all about, happiness.

2 Please put yourself in our shoes. How would you feel if it was you, your parents or grandparents in this position? Have a heart and honor some of our wishes.  Move the proposed street that takes you in and out of the subdivision to the opposite end of your new homes.  People who are moving in don't know any diffrence nor will they care where the entrance or exit of the subdivision is.  WE DO!! Imagine over 814 homes (x) an average three cars per home, do the math. Increase traffic, congestion, more noise and quality of air right. We didn't move here so we can someday feel like we're living right on the freeway or an extremely busy subdivision street.

In looking at your plan and reports we noticed that the proposed residential uses would be exposed at noise levels in excess of the City of Manteca's exterior noise level standards of 60 dBA ldn and would increase by an assumed + 1.0 dBA traffic volume per year.

The number of vehicles that travel along SR99 each day was determined by an older study three years ago.

The volume of homes and cars has increased tremendously since the 2019 study by Caltrans.  Seems you may want to review a recent one.

Sincerely,
Sophia Papadoulis

RE: Yosemite Square Project on South Austin Road
Dear Ms. Simvoulakis,
My wife and I have lived at Austin Rd for approximately 30 years.

We raised two children and started a business, which we still operate in San Joaquin County. The proposed project to build 814 single family homes will impact our quality of life dramatically. More specifically, having the new subdivisions entry and exit coming out on to S Austin, this will place undue burden on S Austin. The road is already very busy with semi-truck traffic (not a truck route) and commuters using it to avoid the backup on 99 southbound.

Adding over 7,500 more vehicle trips per day will greatly add to noise levels and particulate matter that autos and semi-trucks will create.

It would seem that a more appropriate use would be to go back to the original plan of Very low density homes along S Austin and extending Vasconcellos to the south with the subdivision homes branching off of it. Widening Austin will only serve to increase traffic congestion in the area.

Sincerely,
Mark and Teresa Orner Austin Rd
