RESOLUTION R2023-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, authorizing the City Manager or designee to 1) approve plans, specifications, and construction cost estimate for Nile Garden-Well 30 CONSTRUCTION (cIp 21034) Phase 1 (Project); 2) authorize a Call for Bids for the Project; and 3) authorize the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution WHEREAS, The City working in conjunction with the Manteca Unified School District (MUSD) collaborated to obtain a reimbursable grant totaling approximately $5 million from the State Water Resources Control Board to construct the Project; and WHEREAS, The Project is comprised of the following two phases; and WHEREAS, Phase 1, includes the drilling and development of the new potable water Well 30 at the southmost corner of Palmer Park; and WHEREAS, Plans, Specifications, and Construction Cost Estimate ($1.5 Million) have been prepared for phase 1; and WHEREAS, Staff is currently asking for council approval of project documents for construction and authorize a call for bids; and WHEREAS, If approved, Staff expects to return to council for the phase 1 construction this summer and expect to have construction completed by fall 2023; and WHEREAS, Phase 2, includes the installation of the well pump, building, ancillary equipment, arsenic treatment system, connection to the City’s existing distribution system, and new section of 12-inch waterline connecting the existing distribution system to a new 4-in service line providing drinking water to Nile Garden Elementary School; and WHEREAS, Plans, Specifications, and Construction Cost Estimate are currently in design and expected to be completed this summer; and WHEREAS, Staff will then return to council for approval of project documents for construction and authorize a call for bids; and WHEREAS, Phase 1 plans and specifications are available for review in the Engineering Department and will be ready for bid advertisement after receiving council authorization; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorize the City Manager or designee to approve plans, specifications, and construction cost estimate for the Nile Garden-Well 30 Construction Project (CIP 21034) - Phase 1: Well Drilling, Construction, Development, and Testing.
The City Council hereby authorize a Call for Bids for the Nile Garden-Well 30 Construction Project (CIP 21034) – Phase 1: Well Drilling, Construction, Development, and Testing Project.
The City Council hereby authorize the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 4th day of April 2023, by the following vote:
