RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE MANTECA EXECUTIVE MANAGEMENT SALARY MATRIX, AND APPROVING A BUDGET APPROPRIATION IN THE AMOUNT OF $18,000 FROM THE GENERAL FUND UNDESIGNATED RESERVES TO 100.13.00.001-5000.01 TO FUND THE EQUITY ADJUSTMENT NECESSARY TO ALLEVIATE COMPACTION BETWEEN THE FIRE CHIEF AND IMMEDIATE SUBORDINATES WHEREAS, a recent wage increase has resulted in salary compaction issues in public safety; and WHEREAS, the position affected is the Fire Chief; and
WHEREAS, the merit increase and contractual incentive increases of the Assistant Fire Chief prompted a review pursuant to the Section 3 of the Executive Management Summary of Salary and Benefits (SSB); and WHEREAS, the SSB has language stating the total net PERSable compensation including any cost sharing must ensure a 5% compaction separation between immediate subordinates of the executive manager; and WEREAS, it is recommended the salary for the Fire Chief be elevated from 75A to 78A to remain compliant with the SSB; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of the Manteca Executive Management Salary Matrix.
3. Approval of a budget appropriation from the General Fund Undesignated Reserves in the amount of $18,000 to 100.13.00.001-5000.01 to address the compaction issue with the Fire Chief.
4. This Resolution shall take effect immediately upon its adoption.
