RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA TO AUTHORIZE THE CITY MANAGER OR DESIGNEE TO APPROVE THE LOCAL ROADWAY SAFETY PLAN (LRSP), APPLY FOR PERMITS, APPLY FOR STATE AND FEDERAL GRANTS, SOLICIT PROJECT FUNDING SUPPORT, COMPLETE AND EXECUTE ALL ASSOCIATED DOCUMENTS, AND TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, The Federal Highway Safety Improvement Project (HSIP) requires agencies to have an approved and adopted LRSP to be eligible for federal traffic safety project funding; and WHEREAS, The City of Manteca (City) received State grant funding on January 23, 2020, in the amount of $72,000, with a local match requirement of $8,000, to develop a Local Road Safety Plan (LRSP); and WHEREAS, The City entered into an agreement with Kimley-Horn and Associates, Inc. (Kimley-Horn) on September 20, 2022, for engineering services to develop the LRSP; and WHEREAS, A stakeholder group including representatives from Engineering, Police, Street Division, Transit, and ADA Advocate collaborated with Kimley-Horn in preparing, reviewing, and refining the LRSP; and WHEREAS, The LRSP provides a comprehensive approach for addressing traffic safety; and WHEREAS, The LRSP report will be used to pursue potential funding and implementation of the safety countermeasures throughout the future HSIP, State Funding, Local Development Fees, Measure K funding, Gas Tax, Local Transportation Funding (LTF), etc.; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager or designee to approve the Local Roadway Safety Plan (LRSP).
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project-funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of June, 2023, by the following vote:
