RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, (1) APPROVING PLANS AND SPECIFICATIONS FOR THE CORWIN DRIVE & SUESS COURT WATER & SEWER LINE INSTALLATION PROJECT CIP NO. 23008, (2) APPROVING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT NOTICE OF EXEMPTION DETERMINATION FOR THE PROJECT, (3) AUTHORIZING A CALL FOR BIDS, AND (4) AUTHORIZING THE CITY MANAGER OR DESIGNEE TO APPLY FOR PERMITS, APPLY FOR STATE AND FEDERAL GRANTS, SOLICIT PROJECT FUNDING SUPPORT, COMPLETE AND EXECUTE ALL ASSOCIATED DOCUMENTS, AND TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, Corwin Drive and Suess Court are within the Country Estates subdivision which was originally a County subdivision that was later annexed into the City; and WHEREAS, as is typical with County subdivisions, each property is served by a private well and septic system; and WHEREAS, in 2007, the South Union Road Widening Project included the installation of 8-inch potable water line and 6-inch sanitary sewer line stub out on Corwin Drive; and WHEREAS, the Corwin Drive & Suess Court Water and Sewer Line Installation Project CIP No. 23008 (Project) includes the installation of a potable water pipeline, sanitary sewer pipeline, fire hydrants, water and sewer service laterals to allow for future connection, and cape seal pavement surface treatment; and WHEREAS, Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) based on the following: (1) Article 19 Section 15303(d), Class 3 “New Construction or Conversion of Small Structures”, (2) Article 19 Section 15304(f), Class 4 “Minor Alterations to Land”, and (3) Article 19 Section 15301(c), Class 1 “Existing Facilities”; and WHEREAS, a Notice of Exemption will be filed with the San Joaquin County Clerk for the Project; and WHEREAS, Plans, Specifications, and Estimates (PS&E) have been completed for the Project and are available for review in the Engineering Department; and WHEREAS, the Project has an approved total budget of $660,000 in the FY 2023 budget; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves Plans and Specifications for the Corwin Drive & Suess Court Water & Sewer Line Installation Project CIP No. 23008 (Project).
The City Council hereby approves the California Environmental Quality Act Notice of Exemption determination for the Project.
The City Council hereby authorizes a Call for Bids.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project-funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of June, 2023, by the following vote:
