RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING AMENDMENTS TO THE FISCAL YEAR 2019-20, 2020-21, 2021-22, AND 2022-23 GANN APPROPRIATIONS LIMIT AND ADOPTING THE FISCAL YEAR 2023-24 GANN APPROPRIATIONS LIMIT WHEREAS, the people of California on November 6, 1979, added Article XIII-B to the California State Constitution placing various limitations on the Appropriations of State and Local Governments; and WHEREAS, the California State Legislature adopted Chapters 1205 and 1342 of the 1980 Statues which implemented Article XIII-B; and WHEREAS, the people of California on June 5, 1990 amended Article XIII-B effective on July 1, 1990; and WHEREAS, section 7910 of the Government Code requires cities to adopt a resolution setting the annual appropriations limit at a regularly scheduled meeting or a noticed special meeting; and WHEREAS, said total annual appropriations subject to limitation of the City of Manteca has been computed by the Director of Finance in accordance with the provision of Article XIII-B and Government Code 7900, et seq., all of which are attached hereto in appropriation schedules; and WHEREAS, the Acting Director of Finance has complied with all of the provisions of Article XIII-B and Government Code 7902 in determining the amended calculations for Fiscal Years 2019-20, 2020-21, 2021-22, and 2022-23; and WHEREAS, the Acting Director of Finance has complied with all of the provisions of Article XIII-B and Government Code 7902 in determining the total annual appropriation subject to the limitation for Fiscal Year 2023-24; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The total annual appropriations limits for the Fiscal Years 2019-20, 2020-21, 2021-22, and 2022-23 are amended as noted in the following table:

The total annual appropriation of the City of Manteca subject to limitation as specific in Article XIII-B of the State Constitution for the Fiscal Year 2023-24 commencing July 1, 2023, as set forth in schedules attached hereto and made a part hereof, is hereby fixed and determined to be $102,517,252 and the net appropriation subject to Limitation is $56,385,329 The annual election for Adjustment Factors shall be to use the growth in the City Population and the increase in Per-Capita Personal Income for the State of California, as provided by the California State Department of Finance.
The City Clerk shall certify to the adoption of this Resolution, and shall maintain said Resolution along with the schedules attached hereto, and made a part hereof, in her office for public inspection.
This Resolution shall take effect on the effective date immediately.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of June, 2023, by the following vote:
