SPECIAL MEETING MINUTES
FOR THE CITY COUNCIL OF THE CITY OF MANTECA
June 2, 2023
CALL TO ORDER: 1:00 p.m.
Roll Call:

Absent: Breitenbucher, Halford

AGENDA REVIEW AND SUPPLEMENTAL REPORTS: None.
DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
A. PUBLIC COMMENT: None.
B. INTERVIEWS AND APPOINTMENTS:
B.1. 23-250 Appoint two applicants to fill upcoming term expirations on the Manteca Youth Advisory Commission with terms beginning September 1, 2023, and ending August 31, 2025, and direct the City Clerk to continue to solicit applications for the remaining vacancies.
City Clerk Cassandra Candini-Tilton provided a brief introduction of the agenda report.
The City Council interviewed applicant Kennedy McLeod.
ACTION: Moved, seconded (Morowit/Nuño) to appoint Kennedy McLeod and Samsher Mehroke to the Youth Advisory Commission to serve a two (2) year term.
Motion carried:
AYES: Nuño, Morowit, Singh
NOES: None
ABSENT: Breitenbucher, Halford
B.2. 23-258 Appoint the only applicant to the San Joaquin Commission on Aging with a term beginning July 1, 2023, and ending June 30, 2026.
City Clerk Cassandra Candini-Tilton provided a brief introduction of the agenda report.
The City Council interviewed applicant Ronald Light.

ACTION: Moved, seconded (Singh/Nuño) to appoint Ronald Light to the San Joaquin Commission on Aging to serve a three (3) year term.

D. CLOSED SESSION: Mayor Singh adjourned to closed session at 1:17 p.m.
D.1. 23-259 CONFERENCE WITH LABOR NEGOTIATORS (Government Code Section 54957.6): City designated representatives: Toni Lundgren, Interim City Manager, Jose Jasso, Interim Assistant City Manager, and Dawn Cortesi, Interim Director of Human Resources. Employee Organizations: Manteca Police Officers’ Association, Manteca Police Employee’s Association, Manteca Firefighters IAFF Local 1874, Operating Engineers Local Union No. 3 (OE3), Manteca Technical and Support Services Association, Manteca Mid-Manager Association, and Manteca Public Safety Management Association.
E. REPORT ON ACTION TAKEN IN CLOSED SESSION: City Attorney Upon returning to open session at 3:22 p.m., City Attorney David Nefouse noted no reportable action.
F. CITY MANAGER COMMENTS:
Interim City Manager Toni Lundgren invited everyone to attend the Annual Manteca Chamber of Commerce Watermelon Street Faire being held June 2 & 3, 2023.
G. COUNCIL COMMENTS:
Councilmember Nuño announced the Annual Manteca Chamber of Commerce Watermelon Street Faire being held June 2 & 3, 2023.
Vice Mayor Morowit announced the Annual Manteca Chamber of Commerce Watermelon Street Faire being held June 2 & 3, 2023 and thanked all staff for their hard work.
Mayor Singh announced the Annual Manteca Chamber of Commerce Watermelon Street Faire being held June 2 & 3, 2023.
