RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AWARDING CONSTRUCTION OF THE 2023 ANNUAL PAVEMENT MAINTENANCE PROJECT (CIP 23036) TO DRYCO CONSTRUCTION, INC WHEREAS, the 2023 Annual Pavement Maintenance Project (CIP 23036) is necessary to ensure the preservation and integrity of City streets; and WHEREAS, on June 14, 2023, City Council authorized a Call for Bids and approved the Plans, Specifications, and Estimate, for the 2023 Annual Pavement Maintenance Project (CIP 23036); and WHEREAS, on July 10, 2023 at 2:00 pm, six bids were submitted for this project ranging from $1,360,863 to $1,183,292.80. The Engineer’s Estimate for the project was $1,300,000. Staff have reviewed the bids and found them to be in proper order. The apparent lowest responsible bidder for this project has been determined to be DRYCO Construction, Inc. with a bid amount of $1,183,292.80; and WHEREAS, the City Council finds that DRYCO Construction, Inc. to be the lowest responsive and responsible bidder for construction of the 2023 Annual Pavement Maintenance Project (CIP 23036); and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
DRYCO Construction, Inc. to be the lowest responsive and responsible bidder for construction of the 2023 Annual Pavement Maintenance Project (CIP 23036).
Award the construction contract for 2023 Annual Pavement Maintenance Project (CIP 23036) to DRYCO Construction, Inc. for an amount not-to-exceed $1,183,292.80.
Approve project construction contingency not to exceed 15% (177,494), and change orders not-to-exceed 7.5% ($88,747) for project total $1,449,533.80.
Authorize the City Manager or designee to execute the construction contract, sign change orders, apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
