I am a homeowner in Manteca, and have worked for the City of Stockton for 24 years. My current job, as of February 2022, is Housing Manager in Economic Development. I previously managed grants, revenues, contracts, and budget for the Stockton Police Department Fiscal Affairs Unit. Our division oversaw spending and committee reporting for Measure W and Measure A. My husband and I raised a blended family of five children who are 21-27. We have six grandchildren and one more expected in August. We enjoy time with our two dogs, traveling, hiking, and I’m working on my green thumb and gardening. We feel blessed we were able to purchase our home in 2020 in Manteca. We have always appreciated the small (but growing in good ways) town and peace we have here. We love our neighbors also. My son played football at MHS and it was a great City to raise him in. I am in the process of becoming a CASA volunteer and have volunteered for Stockton Scholars as a mentor.

I have not previously served on a board or commission but am familiar with several in Stockton, including the Civil Service Commission working in HR, City Council preparing staff reports, Measure A and Measure W in reporting for PD, and most recently the Community Development Committee working with CBDG grant funds. I applied for the EEOC for Stanislaus County but moved here and had to withdraw my application in 2020.

I believe my experience in overseeing Stockton’s public safety tax measures will provide a good knowledge base for representing Manteca citizens in ensuring fiscal accountability for public safety funds.
I also have a good understanding of the current challenges with law enforcement recruiting.

As stated above, I have professional fiscal management experience in a local municipal police department that included public safety tax revenues and expenditures for sworn law enforcement positions. My unit also oversees the position control tracking for the allocated positions. We prepare the annual budget and salary projections. I have prepared staff reports and PowerPoint presentations for the committee meetings and annual updates to City Council.

Manteca is on the right track for business and housing growth. Adding cannabis revenues to the budget that many other surrounding cities have leveraged even during the pandemic, was the right path to move Manteca forward as an innovative and fiscally healthy community. I’d like to see infrastructure and traffic planning to accommodate all of the growth. Access can be very limited with the heavy amount of train service and lack of alternate routes. Manteca could support a retail outlet hub given the amount of local shoppers traveling to Livermore currently. It’s overcrowded and Manteca would be a great SJC location, with the available storefronts near Bass Pro Shop. A drive-in movie theater would add to the thriving family entertainment attractions in Manteca.

Manteca is doing good work in this area with the Farmer’s Markets, Pumpkin Fair, Christmas parade, and outdoor family movie nights. Riverbank does a nice wine and cheese festival. Partnering with Delicato for a wine 5k/10k run would be great. Bicycle groups are popular and it’s great the PD embraced and joined for a bike ride. Doing a bicycle show event would be something different I haven’t seen in the area. Bay Valley Tech has sites in Modesto and Stockton for job training. Exploring a partnership that could bring more tech jobs is worth exploring.

Ive worked with budgets in my previous employment, keeping track of our spending within the Religious Services Department. And also come from a law enforcement background/military.

I have recently moved to Manteca, but I do enjoyed the city I come from a larger city but I do enjoy what Manteca has to offer. Although it is a must smaller city than Los Angeles where I previously lived I do see Manteca having a tighter bond with their community than I did in Los Angeles. Some ideas I would advice is to encourage people to go out to the different events that the city has to offer. I recently attend an event at woodward park a few weeks ago. I did feel a bit out of place but it was fun and exciting to see a different culture getting together to have fun.

I do see alot of diversity within the city of Manteca but from what I have seen, it does seem like people seem scared to attend new events. For example the event I attended at the park, I did feel out of place I felt like i wasn't wearing the proper attire. In no way shape or form did I want to disrespect the festival, but I was curious to learn more about it.

Served on Budget and Planning with two biggest cities in Fiji for 4 years providing with taxation, budgets, planning etc. Helped with the board in streamlining the process on budgets and planning and increasing the revenue.
