RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AWARDING THE REQUEST FOR PROPOSAL FOR DESIGN & ENVIRONMENTAL SERVICES OT MARK THOMAS & COMPANY, APPROVING A PROFESSIONAL SERVICES AGREEMENT FOR THE MAIN STREET BIKE & PEDESTRIAN IMPROVEMENT PROJECT CIP NO. 20005 TO MARK THOMAS & COMPANY, INC. FOR AN AMOUNT NOT-TO-EXCEED $303,818.02, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, the Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects; and WHEREAS, the Federal Highway Administration (FHWA) and California Department of Transportation (Caltrans) awarded a HSIP Grant in the amount of $1,934,640 to the City for the Main Street Bike & Pedestrian Improvement Project CIP No. 20005 (Project), which includes the installation of bike lanes, raised medians, pedestrian median fencing, enhanced pedestrian crossings, and traffic signal loop modifications along Main Street from Northgate Drive to Alameda Street; and WHEREAS, the City is required to provide a local funding match of $214,960 to secure the grant, which has been previously appropriated as part of CIP No. 20005; and WHEREAS, Caltrans approved the City’s Preliminary Environmental Study (PES) and identified Technical Studies required for the Project. Since the proposed Project is federally-funded, the Professional Services will cover Design as well as National Environmental Policy Act (NEPA) documents; and WHEREAS, on July 10, 2023, City Staff released a Request for Proposals (RFP) for Design & Environmental Services to the City’s shortlisted firms of qualified consultants; and WHEREAS, on July 27, 2023, the City received three (3) proposals from:
Mark Thomas & Company, Inc.
MCR Engineering, Inc.
Siegfried Engineering; and
WHEREAS, the City established an evaluation committee constituting of City staff to evaluate and rank all the received proposals based on the advertised criteria; and WHEREAS, based on qualifications and scope of works, the evaluation committee concluded that Mark Thomas is a responsible, responsive, qualified firm, and meets the specific goals of the Project; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby awards Request for Proposal for Design & Environmental Services to Mark Thomas & Company.
The City Council hereby approves a Professional Services Agreement for the Main Street Bike & Pedestrian Improvement Project CIP No. 20005 to Mark Thomas & Company, Inc. for an amount not-to-exceed $303,818.02.
The City Council hereby authorizes the City Manager or designee to execute the Agreement, apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 6th day of September, 2023, by the following vote:
