RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AWARDING THE REQUEST FOR PROPOSAL FOR PLC AND SCADA SERVICES FOR THE CITY’S WATER QUALITY CONTROL FACILITY (WQCF) TO TELSTAR INSTRUMENTS IN THE AMOUNT OF $175,000 ANNUALLY WITH A TOTAL NOT TO EXCEED $875,000, AND AUTHORIZE THE CITY MANAGER TO EXECUTE CONTRACT, EXTENSIONS, AMENDMENTS AND ANY ASSOCIATED DOCUMENTS WHEREAS, the Programmable Logic Controller (PLC) and Supervisory Control and Data Acquisition (SCADA) services Telstar provides is necessary to monitor, gather and process the real-time data for wastewater treatment processes; and WHEREAS, to best serve the City of Manteca’s needs and following the City’s Purchasing Policy, the Public Works Department released a Request for Proposal (RFP) on June 22, 2023 with Proposals due July 27, 2023. After reviewing the proposal, staff recommends awarding the three (3) year contract to Telstar Instruments, that include two (2) optional one (1) year extensions.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings; and WHEREAS, Staff has determined the cost to be $175,000 annually with a total of not-to-exceed $875,000 over a five (5) year period. These funds are budgeted in the Storm, Collection and Maintenance accounts in the Wastewater Operating Budget; and WHEREAS, Staff recommends that Council authorize the City Manager to sign the initial agreement and any amendments, extensions or associated documents which adhere to the City of Manteca’s Purchasing Policy and are within the annually budgeted amount.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
City Council authorizes the City Manager to execute contract, extensions, amendments and any associated documents.
This Resolution shall take effect immediately upon adoption.
