RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, Adopting and Approving changes to the purchasing policy for the purchase of supplies, services, and equipment by the city of manteca and establishing new purchasing authority thresholds WHEREAS, the City Council of the City of Manteca adopted Ordinance 1056 authorizing the adoption of a Purchasing Policy Manual; and WHEREAS, Manteca Municipal Code Section 3.24.020 provided that the City Council from time to time, as it deems necessary, may amend said Policy by further resolution; and WHEREAS, on July 5, 2016, the City Council approved and defined the purchasing thresholds and contract authority; and WHEREAS, on February 20, 2018, the City Council approved revisions to the threshold authority related to change orders for capital improvement and public works projects; and WHEREAS, these limits have not been updated since; and
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council approves and adopts the revision to the Purchasing Policy attached hereto as “Attachment 2” which replaces pages 2-14 of the current policy “Attachment 3” and establishes new threshold purchase approval limits for the purchasing of supplies, services, and equipment for the City of Manteca.
3. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 6th day of September, 2023, by the following vote:
