Request for Authorization to Alter Highway-Rail Crossing Pursuant to Commission General Order 88-B
4. Describe Proposed Alterations (including any temporary reduced clearance variance requests):
The proposed alterations, as shown on the plans, consist of:
• Modify the existing two-lane at grade crossing and widen the facility to the north and south to accommodate two lanes in each direction, an 8” raised median, and bike lanes.
• The intersection of Woodward Avenue and Moffat Boulevard will be realigned to reduce the skew angle.
• A new traffic signal at Woodward Avenue and Moffat Boulevard with new interconnection between the traffic signal and railroad signal house will be installed, including an eastbound pre-signal.
• Update all signage and pavement markings per CA MUTCD. • Fencing will be installed along Moffat Boulevard to prevent illegal parking within the railroad right of way.
• Install four (4) CPUC Standard 9 (flashing light signal assembly with automatic gate arm) entrance gates for eastbound and westbound motorists (two per approach).
• Install 88 feet of concrete crossing surface.
• The proposed plan to address these improvements is illustrated in the plan sheets named “UPRR GRADE CROSSING PLAN, GEOMETRICS and DETAILS” attached to this request.
• There are no permanent or temporary reduced clearance variance requests. • No construction work will begin until there is a fully executed Construction and Maintenance Agreement between the City of Manteca and Union Pacific Railroad.
5. Describe the public benefits to be achieved by the proposed alterations:
The improvement at Woodward Avenue is part of a larger $55 million highway safety project to improve the 99/ 120 freeway to freeway interchange. The larger project reduces congestion on eastbound SR 120 and replaces the at-grade crossing at Austin Road with a grade separation. The public will benefit from the proposed project to reduce potential collisions due to congestion on eastbound SR 120, signalize the adjacent intersection with Moffat Boulevard to improve capacity and safety, and enhance safety through preemption and pre-signals.
6. Explain why a separation of grades is not practicable:
Due to the proximity of the tracks to the adjacent roadway (Moffat Boulevard) a grade separation would not be feasible. Grade changes to Moffat Boulevard would require extensive retaining walls and would sever access to 1/2 mile of local business between Moffat Boulevard and State Route 99 resulting in damages rendering this project infeasible.

7. Describe crossing warning devices
Current: (2) CPUC Standard No. 9A’s (Flashing Light Signal Assembly with Automatic Gate Arm and Additional Flashing Light Signals over the Roadway on a Cantilevered Arm)
Proposed: (4) CPUC Standard No. 9s (Flashing Light Signal Assembly with Automatic Gate Arm)
8. Temporary Traffic Controls - Include a statement of temporary traffic controls to be provided during construction:
The crossing will be closed to public traffic for approximately four weeks to allow the roadway to be realigned, railroad gates installed and the traffic signal with preemption equipment installed. Temporarily closing the crossing is the preferred method of construction to provide a safer condition for the public and contractor personnel. Existing traffic will be detoured during construction to the existing Austin Road at-grade crossing (PUC Crossing No. 001B-96.50). Traffic Detour plans are attached.
9. CEQA (Applicable only to grade-separation projects). For projects involving the alteration or reconstruction of an existing grade-separated crossing or the construction of a grade-separation that eliminates an existing at-grade crossing, the party desiring the change must provide either (a) a copy of a Notice of Exemption from CEQA requirements filed with the appropriate governmental agency, or (b) other factual evidence that the crossing is exempt pursuant to Public Resources Code Section 21080.13.
A CEQA Mitigated Negative Declaration was completed on August 22, 2019. The Woodward Avenue crossing improvements are part of the larger project to improve the 99/ 120 Interchange.
