Re: Grand Jury Report – “School Safety: A Shared Responsibility” – Case No.: 0322 To the Honorable Judge Coughlan:
This letter responds to the above-referenced Grand Jury Report in accordance with California Penal Code sections 933 and 933.05. The City Council for the City of Manteca (the “City”) and City staff have thoroughly reviewed the findings and recommendations, and considered the Grand Jury Report (the “Report”) in its totality as they relate to the City, specifically focusing on Finding 2.4 and Recommendation 2.4 noted on page 25 of the Report. The City responds to that finding and recommendation as follows:
2.0 – Comprehensive School Safety Plan
F2.4 – Many district CSSPs show a lack of meaningful collaboration between districts and local law enforcement agencies, causing confusion and chaos during an emergency.
City’s Response: The City disagrees with this finding based on the facts and/or data presented in the Report. The City submits that it does indeed have “meaningful” discussions and coordination with our local school district (Manteca Unified School District (“MUSD”)) through our Police Department and Fire Department, respectively, not to mention between our City Council and City management and MUSD staff and trustees. Frequent communication between the City and MUSD allows each entity to be in compliance with not only the CSSP, but also other relevant state, county, and local laws.
R2.4 – By December 15, 2023, each law enforcement agency in San Joaquin County meaningfully collaborate and approve the updated CSSP for school sites within that agency’s jurisdiction.
City’s Response: As noted above, the City has and will continue to work with and collaborate with MUSD. Indeed, such efforts are ongoing. ***
Thank you for your efforts that resulted in your report and recommendations. The City will move forward consistent with the actions set out in this letter.
