2. Approach to Scope of Services
2a. Proposer’s Business Philosophy
Telstar clearly understands the RFP scope and has been performing this service for the City of Manteca for more than five years. Telstar holds many on-call PLC/SCADA contracts with water and wastewater clients including cities of Manteca, Modesto, Fairfield, Vallejo, American Canyon, Benicia, Dixon, San Jose, Santa Clara County, Alameda County, etc.

Our company was built on service more than 40 years ago and service continues to be our number one priority.

Telstar has been in business since 1981 (42 years) providing this type of on-call electrical, instrumentation, engineering and PLC/SCADA support services, control system design and SCADA system upgrades. Team Telstar will continue to provide the city with support services that exceed your expectations. Telstar will directly benefit the city because:
• We are familiar with your SCADA system as have been providing this service to the City of Manteca for the past five years.
• We have a depth of resources. Telstar is a full-service contractor with a UL-508a panel shop, field technicians, California certified electricians, installation resources, programmers, and engineers with exclusive experience in complex control systems. This gives the city one single point of contact for all 13 ATTACHMENT 3

work activities on a task order, without the need to bring multiple firms together for a task requiring multiple disciplines.
• We are local. With our office located within one hour of your plant and electricians, technicians and programmers that live close by, we can offer the city immediate, non-emergency and emergency service and support 24/7.
• More you should know about Telstar
Telstar is a certified Control Systems Integrator. Telstar holds a CSIA Certification through the Control System Integrators Association. CISA Certification is the gold-seal mark of a professionally managed control system integration business. Certification reassures clients that the control system integrator is an established, successful professional services firm that wants to develop a successful, long-term partnership with clients. Telstar is also ISNetWorld certified with a grade A standing.

Response Times for non-emergency calls
Telstar’s goal and commitment to the city is to acknowledge receipt of an on-call service within one hour.

Our typical response time, if no one is already on site, is less than 4 hours any time of day or night, including weekends. For SCADA remote access during business hours, Telstar will reduce the response time to less than one hour. Our programmers are also qualified instrumentation technicians and certified electricians so can troubleshoot minor electrical and instrumentation. Telstar provides service 24 hours / 7 days a week.

If parts are required, the city will be advised on cost and delivery and the optional cost for expedited delivery. Telstar has a great working relationship with our electrical, control and instrumentation vendors, where we can obtain components expeditiously for good prices. We can help the city develop a list of recommended spare parts to keep on the shelf for your control system to limit risk and maximize up time of your systems.
2b. Quality Assurance System
Quality Assurance
Telstar assures the City that we have the appropriate staff capable of performing this work.

On electrical and controls projects, quality control is generally the “make or break” factor for success. Quality control impacts all aspects of the project work, including schedule and budget. Our approach to quality control includes:
• Adherence to standards and conventions
• Testing and simulation of procured equipment prior to delivery • Review by City staff
• Comprehensive system field testing services
• Assurance of maintaining most current back up programs with City and Telstar Telstar’s approach to quality starts with hiring, training, and retaining a well-qualified workforce with expertise in programming, electrical and controls design and construction. We manage workloads to ensure that supervisors have the time to oversee work quality, and electricians, engineers, programmers, and technicians have sufficient time to complete their work.

Depending on the scope required, the Project Manager will work with our UL508 panel shop to fabricate & test 14 ATTACHMENT 3

the necessary PLC and SCADA panels in accordance with the schedule. Prior to shipment to the job site, all MCCs and control panels are thoroughly tested and witnessed tested if desired.

The expectation we will have of City staff during site acceptance testing is merely in operating your equipment and reporting problems. We are here to support the maintenance and operations staff but will ensure the system is commissioned to meet the City’s requirements. We have a great working relationship with your staff, and we work well together. It is our hope that Telstar will continue to have the opportunity to provide the excellent service and support we have provided in the past five years.

During a project, regular scheduled progress meetings are organized by the Project Manager and conducted to update the City, noting the project progress and any significant issues. The project will be completed on schedule utilizing a detailed testing and commissioning method which verifies all wire connections and all programming. Typically, Telstar provides training during this period and after commissioning.

Throughout the project, the most current backups are obtained when any change is made, and all backups are provided to the City. Telstar maintains all backup files as well to ensure the next programmer has the most current program.

Description of Services
Telstar performs all electrical, instrumentation and SCADA server configuration, SCADA programming, PLC Programming, PLC replacement, testing and commissioning of the NBR Water Plant systems. $5.2M Project performed for City of Hanford 2013-2018: The City of Hanford operates Water and Wastewater Treatment Plants, 23 pump stations, 15 wells, 30 storm stations, and 3 tank/pumping stations as part of their water and wastewater systems. Telstar upgraded the water and wastewater treatment plant PLCs to the latest ControlLogix hardware and upgraded the SCADA system to at the water and wastewater treatment plants and for the City’s 67 remote stations with Allen Bradley PLCs. Panel upgrades include replacement of PLCs, communications devices, and HMIs. Under the most recent phase for update of 15 well sites, the city requested that Telstar revise its SCADA system as it was essentially non-functional. The existing well sites were using older PLC controllers which were not operational. Additionally, the city requested that Telstar design, provide and install chlorination disinfection system at each of its well sites to add and control chlorine at these sites to maintain a residual chlorine level in its extensive distribution system. Telstar designed and installed the chlorination treatment system and replaced the PLCs at each of the 15 well sites using Allen Bradley MicroLogix 1400 PLCs. Telstar installed an Allen Bradley ControlLogix PLC at the Central Control Station as the receiving PLC.

Additionally, the Server for the SCADA system was replaced, and the Wonderware InTouch SCADA software was updated and revised as necessary to implement the necessary pressure and chlorination control for all well sites.

Historian and reporting software was implemented to automatically generate reports for the City’s operational personnel.

Controls updates to the water treatment plant, wastewater treatment plant, pump stations and storm stations were performed under previous phases of the work. For these systems, a hot standby SCADA computer system was installed, with redundant auto swapping master radios. The existing Balley proprietary control system was obsolete and in need of replacement. The system had to be reverse engineered, with no drawings or backup programs to work from. The new systems were installed while keeping existing obsolete Balley control systems online and operational, with no downtime.

Contact Information (707) 648-4519; [email protected] Telstar proudly offers leading-edge technology for highly accurate, rapid field surveying and testing of even the most complex networks with our radio survey trailer. Designed to be used by one technician, this custom-fitted mobile unit saves both time and labor dollars for our clients. Telstar’s radio survey trailer features an ultra-narrow footprint, allowing for use in tight spaces and small sites, and can test at antenna heights up to 65’ above ground. It also includes a high-resolution video camera at the top of the mast, and a remote-controlled pan/tilt motorized antenna positioning system.

Computer Modeling
Today’s modern SCADA systems transmit information
between central computers and remote station PLCs using wireless technology including cellular, microwave, licensed VHF/UHF/900 MHz, unlicensed 900 MHz, or even Wi-Fi.

Selecting the best wireless technology for your system depends on many factors such as local terrain, urban vs. rural, distance between stations, cost, number of remote stations, bandwidth required, required polling speed, etc. Once a wireless technology is selected, a computer-generated model of the wireless system predicts the performance for each path so that the best method of obtaining a reliable radio link is known. The same process is used to confirm required antenna height, type, and size, as well as power and other feed line requirements.

Telstar mostly uses TAP (Terrain Analysis Package) for path analysis and planning, for about the last ten years.

We also use Linkplanner for its ability to quickly generate superb graphics in Google Earth.

Beyond Computer Modeling: Where Radio Path Field Testing Comes In Telstar has provided ongoing services with the City of Vallejo for programming, control system, and electrical services for more than 20 years. Under this contract, Telstar upgrades Allen Bradley PLC 5 controllers to the latest Allen Bradley product line throughout the WTP, pumping and distribution network as funds are available.

On average, 3 PLC controllers in the City’s system are upgraded each year. Telstar constructs and installs new PLC cabinets for upgrade of all control systems. Telstar developed and implemented programming standards utilizing the latest Rockwell SCADA and PLC software for City’s entire water system. Telstar has provided one full-time programmer at the Fleming Hill WTP performing SCADA programming for the City for more than 15 years to continuously upgrade, services, and maintain the SCADA system. Telstar’s programmer is currently on site today.

Unfortunately, computer-generated modeling does not accurately account for trees, buildings, or other structures in the radio path, or local sources of RF interference, making field surveying a vital step., Using our radio survey trailer ach prospective radio path can be validated to account for real-world conditions of every radio system that Telstar installs. In short, radio path field testing ensures that the performance of the installed system will meet expectations.

How Radio Path Field Testing Works
With the 65-ft. antenna mast on our radio survey trailer, Telstar temporarily installs a radio at a master and/or repeater site and tests connectivity from the master/repeater to the remote sites in the predicted coverage area of the master/repeater radio.

Signal strength, signal-to-noise ratio, data throughput, RF noise are measured at various antenna heights; when all the remote sites connect to the master/repeater, testing is complete. If one or more paths fail to establish satisfactory connectivity, our engineers know that alternate configurations must be identified in order to secure the necessary connectivity. Telstar then provides our client with a survey report and a detailed installation recommendation.

Direct Benefit to Telstar Customers
• Accuracy: Precision instrumentation ensures accurate
antenna height measurement. None of the guessing or assuming of heights that is usually done with a hand-held mast or man-lift mounted antenna.
• Time Savings: Rapid deployment – The radio survey trailer is self-leveling and automatically maintains antenna height. Just a few minutes from arrival on-site to deployment of path test • Cost Savings: Automated controls designed for use by a single-technician means more sites can be surveyed in a single day, resulting in less down-time for customers and lower labor/project costs. 21 ATTACHMENT 3
