4. Describe Proposed Alterations (including any temporary reduced clearance variance requests):

The new proposed crossing will close the existing two-lane at-grade roadway and construct a new 4-lane grade separated roadway. The proposed facility will accommodate two lanes in each direction, a striped median, bike lanes, sidewalk on one side, and lighting. The existing crossing signal, gates and track panels will be removed by Union Pacific Railroad (UPRR).

The structure has been designed so that UPRR minimum overhead clearance standards have been met. This includes providing 25 feet 9 inch as permanent vertical clearance over the existing rails. This exceeds the required 23' 4" clearance to accommodate future track profile adjustments and clearance for a future track to the west. Precast concrete girders will be used. The vertical clearance will not be reduced on a temporary basis during construction.

Temporary horizontal clearances during construction will exceed the minimum clearances at 25-feet from the centerline of the tracks. Permanent clearances exceed the temporary clearances because all overhead columns will be located outside of the Union Pacific Railroad property and the proposed structure will span the Union Pacific Railroad right of way.

There are no requests for variances.

No construction work will begin until there is a fully executed Construction and Maintenance Agreement between the City of Manteca and Union Pacific Railroad.

5. Describe the public benefits to be achieved by the proposed alterations:

The City of Manteca and the public will benefit from the proposed project by having a grade separated crossing. This grade separated crossing will reduce pedestrian and vehicular delays and improve safety along the Austin Road corridor.

Modifications/enhancements will eliminate the conflict between vehicular and pedestrian traffic and trains.

6. Explain why a separation of grades is not practicable:

A grade separation is practicable and it is proposed for this location.

7. Describe crossing warning devices
Current: (2) CPUC Standard No. 9A's (Flashing Light Signal Assembly with Automatic Gate Arm)
Proposed: None- Grade Separated Crossing

8. Temporary Traffic Controls - Include a statement of temporary traffic controls to be provided during construction:

Existing traffic will be detoured during construction to the East Woodward Avenue atgrade crossing (PUC Crossing No. 001B-99.20) which will be improved by realignment to reduce the skewed crossing, adding presignals and widening to 4-lanes as part of the same construction project prior to closing the existing crossing.

Temporary traffic control devices will follow the current version of the California Manual on Uniform Traffic Control Devices (CA MUTCD).

Traffic control provided during construction will be in conformance with California MUTCD Section 6G.16 "Work in the Vicinity of a Grade Crossing" which reads, in part, "When a grade crossing exists either within or in the vicinity of a TTC zone, lane restrictions, flagging or other operations shall not create conditions where vehicles can be queued across the tracks."
Traffic control provided during construction will also be implemented in conformance with California MUTCD Section 8A.08 "Temporary Traffic Control Zones". In that grade crossing(s) exists within or in the vicinity of the temporary traffic control zone, lane restrictions, flagging, or other operations will not be performed in a manner that would cause highway vehicles to stop on the railroad tracks. If there is a possibility of highway vehicles to queue across the crossing(s), a railroad flagger along with a roadway flagger or uniformed law enforcement officer will be required at the grade crossing to eliminate the possibility of highway vehicles stopping on the tracks, even if automatic warning devices are in place.

The City will coordinate with the UPRR Public Projects Department and their respective designated engineering consultant before work starts.

9. CEQA (Applicable only to grade-separation projects). For projects involving the alteration or reconstruction of an existing grade-separated crossing or the construction of a grade-separation that eliminates an existing at-grade crossing, the party desiring the change must provide either (a) a copy of a Notice of Exemption from CEQA requirements filed with the appropriate governmental agency, or (b) other factual evidence that the crossing is exempt pursuant to Public Resources Code Section 21080.13.

A CEQA Mitigated Negative Declaration was completed on August 22, 2019.
