RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, (1) APPROVING PLANS AND SPECIFICATIONS FOR THE WQCF NORTH/SOUTH WAS (CIP 22063) & SOUTH RAS (CIP 22061) PUMP REPLACEMENT PROJECTS, (2) APPROVING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT NOTICE OF EXEMPTION DETERMINATION FOR THE PROJECT, (3) AUTHORIZING A CALL FOR BIDS, AND (4) AUTHORIZING THE CITY MANAGER OR DESIGNEE TO APPLY FOR PERMITS, APPLY FOR STATE AND FEDERAL GRANTS, SOLICIT PROJECT FUNDING SUPPORT, COMPLETE AND EXECUTE ALL ASSOCIATED DOCUMENTS, AND TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, in March 2022, Stantec and Herwit Engineering completed a capacity assessment study (Study) for the Water Quality Control Facility (WQCF); and WHEREAS, the Study identified 10 interim improvement projects needed to optimize the WQCF treatment process:
Glycerin Injection System (completed and in-service)
Replace Waste Activated Sludge (WAS) Pumps (included in this project) Replace Return Activated Sludge (RAS) Pumps (included in this project) Replace Internal Mixed Liquor Recycle Pumps (in Design) Fix Flow Split to North Plant Aeration Basin (in Design) Add New Independent Mixing System to Zone B (in Design) Add Process Aeration Control to Improve Monitoring and Control of Denitrification (in Design) Sidestream Treatment (on hold, pending other work)
Centrifuge No.3 or Equivalent (soliciting design proposal) Add DAF No.3 or Equivalent (soliciting design proposal); and WHEREAS, in July 2022, City entered into a professional service agreement with Herwit Engineering to develop project plans, specification, and estimates (PS&E) for the design of the subject project; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves Plans and Specifications for the WQCF North/South WAS (CIP 22063) & South RAS (CIP 22061) Pump Replacement Projects.
The City Council hereby approves the California Environmental Quality Act Notice of Exemption determination for the Project.
The City Council hereby authorizes a Call for Bids for the Project.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project-funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 19th day of September, 2023, by the following vote:
