RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AWARDING THE REQUEST FOR PROPOSAL FOR THE MANTECA COMBINED PUBLIC SAFETY CENTER (POLICE AND FIRE) FEASIBILITY STUDY WITH CONCEPTUAL DESIGN TO LDA PARTNERS FOR A NOT-TO-EXCEED AMOUNT OF $175,000; AMENDING THE FY 2023-24 CAPITAL IMPROVEMENT PLAN TO INCLUDE THIS AS A PROJECT; ASSIGN A PROJECT NUMBER; AMENDING THE FY 2023-24 BUDGET TO APPROPRIATE $185,900 TO GENERAL FUND PROFESSIONAL SERVICES CAPITAL PROJECTS (ACCOUNT NO. 100.11.00.001-6000.98 AND ACCOUNT NO. 100.13.00.001-6000.98) AND TO THE PROJECT; AND AUTHORIZE THE CITY MANAGER TO SIGN THE AGREEMENT AND ANY ASSOCIATED DOCUMENTS WHEREAS, at the March 21, 2023 City Council, the authorized a Finance Ad-Hoc Committee for discussion and direction on the police department future headquarter project; and WHEREAS, On July 17, 2023 a request for proposals regarding the City of Manteca Combined Public Safety Center (Police and Fire) Feasibility Study with Conceptual Design was released; and WHERERAS, an internal committee review of all four proposals was conducted on September 5, 2023 and LDA Partners was selected; and WHEREAS, due to the projected cost of the City of Manteca Combined Public Safety Center (Police and Fire) Feasibility Study with Conceptual Design exceeding the $25,000 threshold in the Purchasing Policy, a budget appropriation is required to move forward; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Award the Request for Proposal for the Manteca Combined Public Safety Center (Police and Fire) Feasibility Study with Conceptual Design to LDA Partners for a not-to-exceed amount of $175,000.
3. Amend the FY 2023-24 Capital Improvement Plan to add the Manteca Combined Public Safety Center (Police and Fire) Feasibility Study with Conceptual Design as a project and assign a project number.
4. Approve a budget appropriation in the amount of $185,900 from General Fund Reserves to Professional Services Capital Projects as follows:
a. Account No. 100.11.00.001-6000.98 in the amount of $92,950 b. Account No. 100.13.00.001-6000.98 in the amount of $92,950
5. Authorize the City Manager or designee to sign the agreement and any associated documents.
6. This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 19th day of September, 2023, by the following vote:
