RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING AND SALARY MATRIX FOR THE MANTECA TECHNICAL SUPPORT SERVICES ASSOCIATION (MTSSA) THROUGH JUNE 30, 2026 WHEREAS, the City of Manteca has a memorandum of understanding with the Manteca Technical Support Services Association (MTSSA); and WHEREAS, the memorandum of understanding expired on June 30, 2023; and WHEREAS, the City of Manteca and MTSSA negotiated and agreed to a new contract; and WHEREAS, the term of the new contract is July 1, 2023 through June 30, 2026; and WHEREAS, a 2% COLA will be received by all job classifications; and WHEREAS, a one-time non-PERSable payment of $5,000 will be paid to members of this unit, utilizing American Rescue Plan Act (ARPA) Funds; and WHERAS, there is an increase to the non-stackable educational incentive of .5% for those possessing a Bachelor or Master Degree; and WHEREAS, the City and Association agree to discuss a salary/wage reopener no later than March 2025; and WHEREAS, there was an increase in bi-lingual pay incentive to $200 per month or 8 hours per month CTO; and WHEREAS, there was an increase of $50 in boot allowance to members for purposes of purchasing steel toe boots, which now includes the Engineering Technician classification as well as the Water Resources Coordinator classification; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of American Rescue Plan Act (ARPA) Funds of $390,000,000 to fund the agreed upon contract with the MTSSA.
3. Approval of additional $123,155 payable from the General fund and other funds to fund the additional incentives and benefits of the contract with MTSSA.
4. Approval of the MTSSA Memorandum of Understanding effective July 1, 2023 - June 30, 2026.
5. Approval of the MTSSA Salary Matrix effective September 16, 2023.
6. This Resolution shall take effect immediately upon its adoption.
